334 (703) 696-0814. Part 2 of 2 for BAA 96-010. Volume I shall include
the following sections, each starting with a new page: (A) A cover
page, including title, technical and administrative points of contact.
(B) A one-page summary of the work to be performed and innovative
claims for the proposed research. (C) A one-page summary of the
deliverables from the proposed research. (D) A one-page summary of the
schedule and milestones for the proposed research. (E) A one-page
summary of any proprietary claims to results, prototypes, or systems
supporting and/or necessary for the use of the research, results,
and/or prototype. Any patents pending or issued shall be identified. If
there are no proprietary claims, this section shall consist of a
statement of that effect. The proposal shall specifically address the
availability of rights to data, including computer software as
applicable, and the terms thereto, if any. (F) A Statement of Work of
not more than three pages, clearly detailing the scope and objective of
the effort and, if any, specific contractor requirements. If any
portion of the research is predicated upon the use of Government Owned
Resources of any type, the contractor shall clearly identify the
Resource required, the date the Resource is required, the duration of
the requirement, the source from which the Resource may be acquired, if
known, and the impact on the research if the Requirement is not
provided. (G) Technical argument that substantiate claims made in
section (B) and a technical approach description consistent with
sections (C) and (D). (H) A description of the results and products
expected from the studies. (I) A discussion of no more than three pages
giving previous accomplishments and prior work experience in this or
closely related research areas, and the qualifications of the
investigators. The Offeror must indicate if this or a related proposal
has been offered to or is under consideration by any other Government
agency. (J) A discussion no more than three pages long that describes
the overall approach to the management of this effort, including brief
discussions of total organization, use of personnel,
project/function/subcontractor relationships, technology transition
plans, government research interfaces, and planning, scheduling, and
control practices. Volume II shall include a one-page cost and fee
summary for the effort (inclusive of any proposed options) supported by
detailed breakdowns by task or subtask of labor hours by labor category
and task/subtasks, materials by vendor quotes and purchase history,
travel, computer and other direct and indirect costs. An explanation of
any estimating factors, including their derivation and application,
shall be provided. Details of any cost sharing to be undertaken by the
Offeror should be included in the cost proposal. Offerors should
submit proposals (original, three copies and a 3 1/2 inch floppy disc
readable for Macintosh or PC in WordPerfect or Word format) referencing
BAA No. 96-010. To be considered in the initial contract award period,
proposals should be submitted by the Offerors as soon as practical
after being notified that their abstract was found to be consistent
with the BAA and preferable no later than 31 July 96. AWARDS AND
CONTRACTS-Up to a total of $14M may be available to fund efforts in
response to this announcement. Multiple, cost plus fixed fee contracts
are expected to be awarded as a result of this BAA. Proposors are
encouraged to submit multiple year, multi-phase proposals. Options may
be included. ONR anticipates that will be made during the fourth
quarter FY96 with subsequent contract awards based on proposal merit
and funding availability. This Broad Agency Announcement does not
commit the Government to award of contracts. Program funding has not
yet been released. EVALUATION CRITERIA-Proposals may be reviewed and
acted on as they arrive. It is the policy of ONR to treat all proposals
and abstracts as competitive information and to disclose the contents
only for the purposes of evaluation. The government may use selected
support contractors as special resources for evaluation of the
technical and management areas. These contractors are restricted by
their contracts from disclosing the proposal information or using it
for other than performing the technical assessment. Evaluation of
proposals will be based on the following criteria in order of
importance: (1) Potential to enhance military applications of 'Mobile
Offshore Base' Technologies, (2) Innovative aspects and scientific
merits, and feasibility of the approach and technical objectives, (3)
Potential to enhance non-military applications of Mobile Offshore Base
Technology, (4) Offeror's capabilities, past performance and related
experience, facilities, techniques, or unique combinations thereof that
are integral factors for achieving the proposed objectives, (5)
Qualifications, capabilities, and experience of the proposed principal
investigator and personnel who are key to program success, and (6)
Rationale provided in defense of estimated costs. CONTRACT

abstracts or proposals will be accepted. The administrative addresses

Offerors must also be able to certify that they have, or can obtain, a
SECRET facility clearance if the proposed work requires access to
classified material. Questions of a contractual nature relating to this

703 696-5389. Historically Black Colleges and Universities (HBCUs) and
minority institutions (MUs) are encouraged to submit proposals,
however, no portion of this BAA will be set aside for HBCU and MI
participation due to the impracticality of reserving discrete or
severable areas of 'Mobile Offshore Base' technologies for exclusive
competition among these entities. For awards made as contracts,
evaluation of the socio-economic merits of the proposal shall include
the extent of commitment in providing meaningful subcontracting
opportunities for small business, small disadvantaged business,
woman-owned small business concerns, historically black colleges,
universities and minority institutions. This concludes Part 2 of 2.
