INDEFINITE QUANTITY CONTRACT FOR MECHANICAL ENGINEERING SERVICES FOR
VARIOUS PROJECTS IN NORTHERN AND CENTRAL CALIFORNIA AND NEVADA. This
contract is for one year with a maximum total dollar amount of
$1,000,000 per year, with an option available to the Government to
extend the contract for an additional year with the same limitations.
A minimum fee of $25,000 is guaranteed. This minimum fee guarantee
applies to the option year as well. The scope of the contract includes
the preparation of designs, cost estimates and various engineering
studies and planning/budgeting documentation of various mechanical
systems and facilities. The work will encompass both new construction
and rehabilitation of existing facilities. These facilities may include
industrial ventilation systems, direct digital controls, programmable
logic controls, process systems, POL systems, HVAC systems, steam,
compressed air, and hot water boiler and space heat distribution
systems. Work on existing facilities may include related asbestos and
harzardous material abatement. Energy conservation retrofits and air
pollution compliance retrofits are also part of the expected scope of
work as well as related electrical engineering required to support the
above systems. Construction contract support services will also be
required. Selection will be based on the following criteria which are
numbered in order of importance: (1) Recent specialized experience of
the firm in the preparation of designs, cost estimates and various
engineering studies and planning/budgeting documentation for industrial
ventilation systems, direct digital controls, programmable logic
controls, process systems, POL systems, HVAC systems, steam, compressed
air, hot water boiler and space heat distribution systems, experience
in the design of and study of energy conservation retrofits, and air
pollution compliance retrofits. Experience in asbestos and hazardous
material abatement. Experience in the preparation of related electrical
engineering solutions to support the systems listed above. Include both
Government and private sector experience. Focus on projects with
construction complete in the last five years; (2) Professional
qualifications of the staff, both in-house and consultants, as they
relate specifically to the work presented as illustrative of the
experience defined in element (1). Identify the specific roles of the
staff in the projects listed as firm experience and their proposed role
in this contract. If consultants are involved, address history of the
working relationship; (3) Ability of the firm and its consultants to
accomplish multiple simultaneous delivery orders without sacrificing
quality and within reasonable periods of time, as evidenced by specific
examples of past performance under similar conditions; (4) Past
performance/customer satisfaction as evidenced by specific evaluations,
references, awards and repeat business from a representative selection
of the firm's Government and civilian clients. Focus on efforts cited
under element #1 and #2. Past performance in cost estimating/cost
control. (5) The location of the firm and its consultants within the
geographical area to serviced and the firm's knowledge of and
experience in that area; (6) Use of Small or Small Disadvantaged or
Women-owned firms as primary consultants; (7) Volume of work received
from the Department of Defense, as a prime contractor, within the past
12 months (DO NOT PROVIDE THIS INFORMATION as the Government already
has access to this data) with the objective of providing an equitable
distribution of contracts among qualified firms--The estimated start
date for this contract in June 1996--The estimated completion date is
June 1997. Those firms that meet the requirements described in this
announcement, and wish to be considered, must submit a Standard Form
(SF) 255. One copy of the SF 255 must be received in this office,
Building 201, second floor, ATTN: Annette Ordonez, no later than 3:00
PM PDT, 30 calendar days from the date this announcement appears in the
CBD. Indicate contract number in Block 2B of the SF255. Submit an SF
254 only if you have not done so in the past year. A large business
