C -- INDEFINITE QUANTITY CONTRACT FOR DESIGN OF FACILITIES REHAB AND ALTERATION PROJECTS, AND FOR A&E STUDIES AND REPORTS IN SUPPORT OF THE FACILITIES MANAGEMENT DIVISION AT GSFC SOL SOL96-01 POC Jean Parrish (301) 286-3897/Bernard J. C--(SOL96-01) INDEFINITE QUANTITY CONTRACT FOR DESIGN OF FACILITIES REHABILITATION AND ALTERATION PROJECTS, AND FOR ARCHITECTURAL/ENGINEERING STUDIES AND REPORTS IN SUPPORT OF THE FACILITIES MANAGEMENT DIVISION AT GSFC. The architectural/structural/mechanical/electrical engineering contractor shall provide personnel, equipment, materials and facilities to accomplish all assignments set forth in individual delivery orders. This work is associated with both major (in excess of $1 million) and minor (less than $1 million) facilities rehabilitation and alteration projects. The work will be performed at the Wallops Flight Facility, Virginia and its associated facilities, and will primarily consist of (a) the preparation of field investigations, preliminary design, final design and follow-on services; (b) the preparation of studies and reports associated with facilities design, energy conservation measure, fire protection and safety issues, and housing plans; (c) revision of drawings; and (d) development of site plans. One (1) year Indefinite Quantity contracts with three (3) option years, negotiated on a fixed hourly price, open end basis, with a total contract value not to exceed $1,000,000 for a period of four (4) years will be negotiated. Depending on the number and dollar value of projects approved, more than one A/E firm may be selected. The above solicitations will be 100 percent small business set-aside. This is not a request for proposal. Firms responding to this announcement shall have a currently accurate SF-254 on file at this Center, or submit a SF-254 along with a SF-255 in their response to this advertisement. In addition to providing information about the project owner's name and address, as required in Part 8 of the SF-255, you are also required to include the name of the owner's Project Manager and current telephone number for reference check purposes. The names of selected firms will be published in the Commerce Business Daily. The NASA/GSFC Architect and Engineer Selection Board shall apply the following general criteria; (a) specialized experience of the firm in the type of work required; (b) capacity of the firm to accomplish the work in the required time; (c) past experience, if any, of the firm with respect to performance on similar contracts with NASA, other government agencies, and private industry, including such factors as control of cost, quality of work, and ability to meet schedules; (d) proximity of the firm to the general geographical area of the project, provided that there is an appropriate number of qualified firms therein for consideration; (e) familiarity with the area in which the project is located; (f) volume of work previously awarded to the firm by NASA with the object of affecting an equitable distribution of NASA Architect and Engineer contracts to firms that have had no prior or recent NASA contracts; and (g) special criteria: PARTICULAR EMPHASIS IS PLACED ON ARCHITECTURAL, STRUCTURAL, MECHANICAL AND ELECTRICAL ENGINEERING CAPABILITES ASSOCIATED WITH RESTORATION AND MODERNIZATION OF TECHNICAL FACILITIES, MECHANICAL AND ELECTRICAL SYSTEMS IN TECHNICAL FACILITIES AND MECHANICAL AND ELECTRICAL UTILITY SYSTEMS.
