This announcement will serve as notice that the Air Force Phillips Laboratory, Plans and Programs Directorate, Kirtland Air Force Base, New Mexico intends to contract for business, financial, program management and planning support for technical and support directorates at Kirtland AFB NM to enhance Laboratory business practices. This acquisition is subject to FAR 15.903 limitation on fee for service contracts (10%). Award of a contract to a successful offeror will require the offeror to possess a local office not further than 30 miles from PL, Kirtland Air Force Base, New Mexico. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
