The United States Agency for International Development (USAID) is seeking qualified U.S. citizens to fill a four year personal services contract in the USAID Mission for the West Bank and Gaza, which manages the U.S. assistance program for the Palestinians. The USAID Mission has offices in Tel Aviv and Jerusalem. The contractor will assist in the overall design, management and implementation of new democracy and governance programs relating either to civil society or to the legislative and policy process. USAID is seeking candidates with the following qualifications: (1) At least five years of progressively responsible experience in the design and management of democracy and governance projects, preferably with an International Development Organization, (2) At least five years of international experience working with either the public sector policy and legislative development process or with civil society organizations on advocacy and good governance issues, (3) A graduate degree or higher in regional area studies, political science or a related field, (4) Fluency in written and spoken English and at least S-3/R-2 level in Arabic, with a preference for greater proficiency, and (5) Previous experience in the Middle East and knowledge of Palestinian institutional structures and civil society organization is highly desirable.
