U -- ACADEMIC SKILLS LEARNING CENTERS SOL N00140-96-1743 POC Karen West, Contract Negotiator, (215)697-9657. It is the intent of the Government to extend contract N00612-94-C-0229 with The Roach Organization, Inc. on a sole-source basis for Academic Skills Learning Centers at the Naval Amphibious Base Little Creek, VA and the Naval Air Station Jacksonville, FL. This extension will be for three and one-half months during the period 16 June 1996 through 30 September 1996 until the follow-on contract is awarded. This contract extension is for services for which the Government intends to solicit and negotiate under the statutory authority of 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. The Roach Organization is the only responsible source who can meet the Navy's requirements for the Academic Skills Learning Centers. All responsible sources may submit concise documentation as to their ability to provide the required services, as well as financial, technical and pricing information, which shall be considered by the Navy. The interested source must also show that it is advantageous to the Government to consider its service. This synopsis is a notice of intent and should not be considered a request for competitive proposals. The Government will not pay for information received. If no affirmative written responses advantageous to the Navy are received within forty-five (45) days after the publication of this notice, the current contract with The Roach Organization, Inc. will be extended. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
