Kay, Contracting Officer Lease of two (2) Blood Cell Counter Systems to consisting of two (2) Hematology Blood Cell Counting Analyzers, two (2) Graphic Printers, and two (2) Data Terminals. One system to be located at Barbers Point Naval Air Station and the other at Marine Corps Base Hawaii, Kaneohe Bay, Hawaii. System must have capability of measuring 20 parameters (including white blood cell count, red blood cell count, hemiglobin, hematocrit, mean corpuscular volume, mean corpuscular hemoglobin concentration, platelet count, mean platelet volume, red cell distribution width, percent and absolute number of monocytes, percent and absolute number of lymphocytes, and percent and absolute number of granulocytes; blood requirement of less than 145 ul of whole blood; able to process 60-70 samples per hour using autoload; must have primary and secondary modes of sampling; secondary must have rinsing capability; must have capability to read bar codes; have capability of inter-facing with the Composite Healthcare Computer System (CHCS); have data management system; must be a walk-away analyzer system with sensors to allow unsupervision of operation; capability to store patient and control data management(Levy-Jennings Charts) and Quality Control Program that meets all data requirements from the College of American Pathologists; system must be utilized by over 20 College of American Pathologist Accredited Labs; same day on-site service with warranty to cover all parts, labor, and travel time for technicians; provide training for two (2) key operators to include tuition, materials, room/board, and transportation. System Analyzer, Data Management System, and Power Supply may either be separate or combined. The lease must include the cost of Hematology Reagents, Calibrators, and Controls which are specific to the Hematology analyzer to support performing 20-30 complete blood counts per day 5 days a week at Barbers Point medical clinic and 30-35 Delivery to be FOB destination at the two (2) locations. The anticipated complete blood counts at Kaneohe medical clinic. Two (2) Coulter Instruments (Type S+II and CBC5) will be available for turn-in/discount toward lease. Delivery of systems and supporting reagents to be FOB destination at Barbers Point and Kaneohe medical clinics. The anticipated contract period is 1 September 1996 through 31 August 1997 with four 12-month option periods. All responsible sources may submit a proposal which will be considered by the agency.
