Y -- DESIGN/RENOVATION OF CENTRAL CHEMICAL WEAPONS DESTRUCTION ANALYTICAL LABORATORY - RUSSIA SOL DACA78-96-R-0017 DUE 070996 POC Contract Specialist Edna Pond (540) 665-3679 (Site Code DACA78) The U.S. Army Corps of Engineers requires design/renovation services for a Russian Central Chemical Weapons Destruction Analytical Laboratory facility in Moscow, Russia. The purpose of this announcement is for soliciting names of firms interested in prequalifying for this project. There is a preference for U.S. contractors. Prequalification of contractors will be accomplished by the U.S. Army Corps of Engineers, Transatlantic Programs Center. MAGNITUDE OF PROJECT: The estimated cost of this project is expected to be between $10,000,000 and $25,000,000. SCOPE OF WORK: The contractor will provide design and renovation of an existing facility, and procurement/installation of chemical analytical equipment, casework and glassware, to include training and systemization. A visit to the site may be conducted before proposals are due. Performance guarantees will be required. The successful contractor must obtain a license to do design and construction work in Russia. To be considered a U.S. construction firm, the firm must: Perform construction as a significant portion of its business; be incorporated and have its corporate headquarters in the U.S.; have paid corporate taxes in the U.S. for a minimum of two years and shall have filed state and federal income tax declaration for a minimum of two corporate years; have paid applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. SUBMITTAL REQUIREMENT: To be considered for prequalification interested firms or joint ventures must submit prequalification forms and other data required not later than 30 days after publication of this announcement to the address above. In order to be prequalified, firms or joint ventures must demonstrate the following: (1) construction and construction management in countries of the Former Soviet Union and Eastern Europe, (2) financial stability, (3) cost contracting for the U.S. Government, (4) design, construction, procurement and systemization of laboratory facilities, and (5) asbestos removal. Firms or joint ventures failing to submit all data required above will not be considered for prequalification. CONTRACT PROCEDURES: Request for proposal (RFP) will be issued to approved prequalified entities only. Contract is to be awarded as a firm fixed price contract with a cost reimbursable line item for design. A technical and cost proposal is required. The majority of the chemical analytical equipment will be brand name from Hewlett Packard, Perkin Elmer and others. Contractor will be required to subcontract with the State Scientific Research Institute of Organic Chemistry and Technology (GosNIIOKht) located in Moscow, Russia. Tentative date for issuance of DACA78-96-R-0017 is 8 May 1996. Tentative date for receipt of proposals is 9 July 1996. Tentative contract award date is 16 August 1996.
