Systems Center, SMC/MTKS,intends to release a Call for Improvements
(CFI) on or about 29 April 1996 for the Engineering and Manufacturing
Development (EMD) phase of the Space Based Infrared Systems (SBIRS)
program. This effort provides for the acquisition of the High Component
System and the continuing system of systems engineering of SBIRS. This
acquisition is the final phase of a progressive
competition/down-selection. The Pre-Engineering and Manufacturing
Development (Pre-EMD) phase is currently providing the requirements
analysis and allocation, system definition, design, risk mitigation,
planning and costing required for initiation of the EMD phase. This
acquisition for EMD will consist of design, manufacture, test,
delivery, deployment and integration of high component space and ground
elements resulting from Pre-EMD system trades. Two Pre-EMD contracts
were awarded on 4 August 1995 to teams led by Lockheed Martin
Company,Sunnyvale, CA (F04701-95-C-0017) and Hughes Aircraft Company,
Los Angeles, CA (F04701-95-C-0018). All responsible offerors must
possess the qualifications set forth in the CBD announcement dated 3
Feb 95, be responsive to the CFI, and demonstrate completion of a SBIRS
design satisfying all requirements of the SBIRS Technical Requirements
Document (TRD). The TRD is available in the SBIRS technical library.

expectation that only the current contractor teams participating in the
Pre-EMD phase will be ''responsible offerors'' for the EMD phase,
however, all proposals received meeting these requirements will be
considered. The contract period of performance will be for ten years.
Final contract line items will be structured to meet the Government's
funding profile. It is anticipated that the EMD contract line items
will include priced options for Mission Control Station Backup,
Relocatable Terminals, Logistics Equipment and Services, Operations and
Support Costs, and Technical Intelligence Offline Processing. Requests
for a copy of the CFI should be submitted no later than 25 April to
the attention of SMC/MTKS, 185 Discoverer Blvd., Suite 2512, Los
Angeles AFB, CA with a copy to SMC/BC, 155 Discoverer Blvd., Suite
