This procurement is confined to the part number listed and must be compatible in form, fit and function with existing equipment. No other contractor possesses the technical data, specialized knowledge and equipment required to fulfil the government requirement. The government has no way to evaluate a substitute item. However, all responsible sources may submit a proposal which shall be considered by the agency. This solicitation will be released to industry only via the CECOM Electronic Bulletin Board (EBB) on or about 30 April 1996. The US Army Communications Electroncs Command (CECOM) has established an EBB to provide electronic transmittal of Requests for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to industry. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB, you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. A user's identification code and password will be issued upon request along with instructions for downloading the EBB user's manual.
