66 -- VELOCITY INTERFEROMETER SYSTEM SOL F08651-96-Q-2295 DUE 050696 POC Contact Bonnie Hochmuth, (904) 882-5169, Contract Specialist, Contracting Officer, Bonnie Fitch. The Air Force Development Test Center (AFDTC) intends to solicit and negotiate with only one source, Valyn International, 13229 Circulo Largo N.E., Albuquerque NM 87112, 1-505-204-0254. In accordance with FAR 6.302-1, Valyn International is the only known source that can meet the Government's minimum essential requirements for the Valyn International Velocity Interferometer System for any Reflector (VISAR), model VLNV-03, which is designed to use an argon ion laser light source operating at 514.5 nm and be able to measure velocities from 170 meters per second per fringe up to 2,000 meters per second per fringe with a resolution of at least 3.5 meters per second using removable etalons for adjustment of the fringe constant and a push-pull optical design for light efficiency. The system also includes a programmable ramp generator with a PZT translator for optical alignment of the interferometer cavity. The detection system consists of photomultipliers for each leg of the interferometer with a minimum risetime of 1 nanosecond connected to differential amplifiers with at least a gain of 10 up to a frequency of 1 GHz. The VISAR system includes the IBM PC compatible computer software for reducing the detector data to provide the velocity versus time information. Since the system shall be used for explosive testing, the VISAR will be designed to be connected to the laser light source and the explosive event to be measured via fiber optic cables and be packaged in a rack mountable metal container that is portable. The complete system shall include all optics, beamsplitters, fiber optic cables, fiber optic probes, detectors, detector power supplies, coupling optics to both the laser source and the explosive event, the software for data reduction, power supplies, cables and manuals needed for complete system operation.
