SYSTEM, TACTICS, AND OPERATIONAL FLIGHT/NAVIGATION TRAINERS SOL

Officer, 407-380-4093. This synopsis is issued to identify interested
sources for the modification of the EA-6B Weapon System Trainer, DV
2F119A, EA-6B Team Tactics Trainer, DV 15E22C S/N #1, and EA-6B
Operational Flight/Navigation Trainer, DV 2F143 S/N 1 located at NAS
Whidbey Island, WA; and DV 15E22C S/N 2 and DV 2F143 S/N 2 located at
MCAS Cherry Point NC. This modification shall simulate the
modifications to the EA-6B aircraft titled EA-6B Block 89A Upgrade, the
Band 9/10 Converter System, and AN/USQ-113 communications
receiver/jammer, the Universal Exciter Upgrade, and the Low Band
upgrade. In addition, DV 2F119A Digital Radar Landmass System will be
replaced. The visual system on DV 2F119A will be upgraded to a
day/night visual system. The visual system database and the radar
system database will be expanded to include an area titled West Pacific
Data Base. The successful offeror must be able to demonstrate expertise
in the simulation of the Band 9/10 Converter System as well as
expertise in integrating the simulation with the existing training
devices such that functions and operation of the system shall have the
same fidelity as that of the aircraft. The applicable small business
size standard is: SIC 3699; 750 employees. Contract award is scheduled
for June 1997. Interested sources must respond by 10 May 1996 and
provide the following information: (1) whether they qualify as a large,
small, or small disadvantaged business, and (2) whether their response
to this synopsis is for subcontracting possibilities or as the prime
contractor. In order to be considered a prime contractor offeror, the
firm must submit information on management, engineering and production
capabilities. Information submitted should be pertinent and specific
in the technical area under consideration on each of the following
qualifications: (1) Experience - An outline of previous projects.
Provide the specific work performed or being performed. Provide
customer references. Provide information regarding in-house research
and development. (2) Key Personnel - Provide the names, experience and
professional qualifications of any personnel who might be assigned to
a key technical or program management position. (3) Facilities -
Provide the description and availability of any special facilities
required for performance of this effort. (4) Any other specific and
pertinent information that would enhance consideration and evaluation
of the information submitted. (5) A statement of industrial security
clearance - All interested parties who intend to participate as either
prime contractor or as a key subcontractor must have current, active
facilities and personnel clearances, as access to classified data will
be required for the performance of this contract. (6) No facsimile or
