synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with the additional
information included in this notice. This announcement constitutes the
only solicitation; a quote is being requested from Reasoning Systems,
Inc. and a written solicitation will not be issued. Solicitation
number is F0160096Q1549; award will be made using the simplified
acquisition procedures. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-37. This acquisition is other than full and open
competition (sole source). This office intends to award a purchase
order to Reasoning Systems, Inc., Palo Alto, CA. The standard
industrial classification is 7372 and the annual receipt standard for
small business is $14.5 million. The solicitation line items are as
follows: Line Item 0001: Qty: 1 ea; Reasoning Systems Software Refinery
for the single user, single process, single-CPU license; a perpetual
license that entitles licensee to execute a single Software Refinery
process. First year maintenance is included. The software refinery
product provides the essential capabilities for automating analysis and
conversion of source code. Software refinery's open architecture allows
re-engineering tools to be built that can be customized to work in a
specific environment such as specific languages, databases and CASE
tools. Software refinery captures the detailed structure of source code
in an object base (object-oriented database), and provides tools that
operate on code in this form. The object base makes it easy to analyze
and convert programs, because of the operation directly on the
structure of the program instead of its source test. Software refinery
divides a re-engineering application into three parts: (1) loads
source code into object case; (2) selects codes to operate on and an
analysis or conversion operation to perform; and (3) automatically
executes the selected analysis or conversion operation. Line Item 0002:
Qty: 1 ea; Reasoning Systems Refine/FORTRAN for single CPU, single
process, binary license, a perpetual license that entitles licensee to
execute a single Refine/FORTRAN process on a workstation. Includes the
associated Rerun license and first year maintenance. FORTRAN dialects
supported: FORTRAN-77, Vax FORTRAN; RAM: 16Mbytes minimum, 24 Mbytes or
more recommended; Swap space: 25 Mbytes minimum, 35Mbytes or more
recommended. REFINE/FORTRAN is used to understand, evaluate, and
re-document existing FORTRAN systems. The following key features are
included: Refine/FORTRAN has a pull-down interface - each menu has
on-line help. Multiple views of a program may be reviewed
simultaneously with window management and layout. Refine/FORTRAN
analyzes the FORTRAN and produces a database of information about
identifier definitions, function calls, set/use of variables and
variable equivalences. Function call and set/use information can be
displayed as diagrams or tables. Set/use analysis takes into account
parameter passing or aliasing through equivalences. Refine/FORTRAN
exports the design information it extracts from a specific progran to
populate the repository. FORTRAN code can be checked against a library
of over 50 FORTRAN coding standards involving the programming style,
documentation, and semantics of FORTRAN code. Refine/FORTRAN generates
a report that pinpoints all violations of coding standards. There is
control for which coding standards are checked, and new coding
standards can be easily added. Design information that Refine/FORTRAN
extracts from the users FORTRAN code can be browsed graphically
on-line, saved in ASCII format, or printed. Refine/FORTRAN has been
used on FORTRAN programs with over 800,000 lines of code and is capable
of handling huge programs. A FORTRAN program may be divided into parts
and each part may be processed on a separate workstation for greater
speed. Analysis tasks can be initiated, suspended, saved, and then
reloaded and continued in later sessions. Refine/FORTRAN comes with a
fully documented re-engineering API so it can be modified to meet
specific re-engineering requirements. The re-engineering API includes
both a schema for the internal representation of FORTRAN programs and
a set of functions for parsing, printing, and analyzing programs. The
Refine/FORTRAN is used to understand, evaluate, and re-document
existing FORTRAN systems. Delivery is to be made to 42 CS/SCSE, Bldg
1154, Maxwell AFB AL 36112. Delivery is anticipated to be 30 days ARO.
Inspection and acceptance at Maxwell AFB, Alabama. Offer shall specify
FOB, Maxwell AFB AL. The provisions FAR 52.212-1, Instruction to
Offers--Commercial Items (Oct 95), and FAR 52.212-4, Contract Terms and
Conditions--Commercial Items (Oct 95) apply to this acquisition. There
is no addenda to those provisions. The provision at FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders--Commercial Items (Oct 95) applies to this
acquisition. The following FAR clauses cited within that provision are

Program. Standard commercial warranty applies to the items purchased
