United States Department of Agriculture, Office of Operations intends
to procure on a sole source basis with Postal Technologies, Inc. a
PTI-5/2 Sorting System. The PTI-5/2 Base Transport Section with 36
multi-level, single-sided, 16'' wide sort pockets includes the
following specifications: 1) PTI single font numeric OCR system; 2)
Post Office Box-Lock Box- Department Number Sorting Software; 3)
PTI-BCR-40 inline USPS Postnet Bar Code Reader System w/video
enhancement for Mark Sense Detection; 4) Processing Speed for incoming
mail 7,000 to 15,000 per hour; 5) Feeding and Staging: feeder system
will load up to 5 trays of envelopes and can stage as many as 10
additional trays; 6) Pocket beaters and tail augers (which control mail
entering the bins) operate only when mail is present; 7) Does not
require a large compressor for spraying the bar codes; 8) PTI system
uses electronically controlled metal gates resulting in fewer jams; 9)
Software allows the machine to sort incoming mail at dual logic. This
means that it will look for nine digit ZIP+4 bar codes, four digit Ag
box codes or four digit room numbers, all at 10,000 per hour; 10)
Capability to read 100 different fonts during operation. System also
provides the capability of automating the sorting of internal mail
(government messenger envelopes) without changing envelope stock; 11)
system allows use of a preprinted ''post-it note'' coded by hand, in
pencil or ink, with the recipient's 4-digit Ag Box code, which the
system will read and sort accordingly. Once the envelope has been
process and delivered to its destination, the label is removed; and 12)
One year warranty on parts included. This will be a sixty month lease
to own acquisition. All responsible sources are encouraged to respond.
Only written responses will receive consideration. Responses must
convey clear and convincing documentation of advantages to the
Government to consider another source. The documentation shall include
prices, GSA Contract Number (if applicable) and descriptive literature
containing sufficient technical documentation to establish a bona fide
capability to meet this requirement. Responses must be received by
this office within 30 days after publication of this notice. No
solicitation document exists. Requests for a solicitation will be
disregarded. All responses from responsible sources will be fully
considered. As a result of analyzing responses to this synopsis of
intent, the contracting officer may determine that a solicitation will
be issued. If a solicitation is issued, no additional synopsis will be
published. Any such solicitation will be used to all firms that respond
to this synopsis of intent or otherwise requests a copy of the
