845235, 215-441-1241/ Contracting Officer, CHRISTOPHER VEITH The Naval
Air Warfare Center, Aircraft Division, Warminster, PA 18974-0591 seeks
to identify qualified sources of digital switches,
multi-mode/multifunction radios, antennae, and INMARSAT equipment for
integration/installation in large, commercial derivative, military
aircraft employed in Communications, Command and and Control and
Communications roles. The equipment must be non-developmental item
(NDI) in nature, or commercial off-the shelf (COTS) if suitable for the
aircraft environment. The equipment must be available in production
configurations for use in a POM-98 initiated program, and be built with
technology which will be supportable through the early part of the next
century. Listed below are desired capabilites; however, it is realized
that not all of the capabilities may be in any one system. Information
is still desired on the level of capability that does exist. Desired
equipment capabilities include: a. Digital Switches --- route audio,
data and video information among avionic and computer equipment and/or
crew members; computer controlled; capable of single and/or multiple
connections between individual sources and destinations; security
features to prevent cross channel mixing of information. b. Multi-mode
Radios --- for line-of-sight and military/commercial satellite
communications; anti-jam features including HAVEQUICK; SINCGARS;
ability to use TRAP, TIBS, TRIXS, DAMA, JTIDS, Link-11, etc.; voice and
data with full/half duplex or combinations; embedded modems;embedded
COMSEC; embedded cryptos; ability to accommodate normal and secure
communications; computer controllable; multi-channel and multiple
frequency bands. c. Antennae --- to support high bandwidth
communication links such as SHF satellite; phased and conformal arrays
given the numerous antennae already on the aircraft. d. INMARSAT ---
multi-channel voice, data, telephone, teletype, and fax; normal and
secure services. e. Multi-Crypto Devices --- modularized cryptos,
packaged in single chassis; KY57/58. KG 84(A), KG84(C), KG33, ANDVT,
STU III, etc. Ability to mix/match crpyto selection for the mission,
computer control, security features, and redundancy features. 4.
Information sought to include as pertinent: a. Technical Description
--- functional capabilities; performance, physical, control,
redundancy, reliability, maintainability, and supportability
attributes; interface requirements and interfaces standards available;
security features(describe design levels); nuclear EMP hardness
attributes ; power and cooling requirements; special integration or
installation considerations, design standards or specs. b.
Current/planned applications --- description of equipment usage in the
application(s) cited along with characterization of the equipment's
operating environment and demonstrated performance; formal test
conditions, status, and/or results; joint service/nation
usability/interoperability. Provide details of existing appllications
for which the equipment is presently being used or planned to be used.
c. Pricing --- actual/projected cost per unit in FY-96 dollars as
related to lot size. d. Supplier --- address, and phone e-mail address
and fax numbers, e-mail address for technical and procurement points
of contact who can respond to follow-up questions on the material
submitted. e. Production Status --- describe the equipment status today
(i.e., production, development, test), present customers, quantities in
production, being built, on order, etc. If the equipment is in a
development and/or test status provide planned schedules for the
development and production. 5. Two copies of information from vendors
relative to the above should be sent to the following address no later
than two weeks after the advertisement in the Commerce Business
Daily(CBD): Naval Air Warfare Center Aircraft Division, Warminster, Pa.
