COMMERCE BUSINESS DAILY ISSUE OF APRIL 15,1996 PSA#1573SWEDEN: HEAVY DUTY VEHICLES EQUIPPED WITH COMPRESSION IGNITION ENGINES
The following notification is being circulated in accordance with
Article 10.6. G/TBT/Notif. 96.71. 1. Member to Agreement notifying:
Sweden. If applicable, name of local government involved (Articles 3.2
and 7.2): 2. Agency responsible: Swedish Environmental Protection
Agency. Agency or authority designated to handle comments regarding the
notification can be indicated if different from above: 3. Notified
under Article 2.9.2. 4. Products covered (HS or CCCN where applicable,
otherwise national tariff heading. ICS numbers may be provided in
addition, where applicable): Heavy duty vehicles equipped with
compression ignition engines. 5. Title, number of pages and language(s)
of the notified document: Regulation Concerning Durability Compliance
of Heavy Duty Vehicles (A70-Regulation). 6. Description of content: The
Swedish Exhaust Emission legislation for motor vehicles establish
manufacturers liability for the in-use exhaust emission durability of
light and heavy duty vehicles. Compliance control procedures for light
duty vehicles have been regulated since 1989 but detailed test
procedures for heavy duty vehicles are not in force. This regulation
stipulates the selection of test vehicles, non-conformities, remedial
actions, procedures for emission tests, enforcement, waiver, etc. The
requirements specify criteria for representativity of test vehicles
regarding compliance tests of manufacturer's liability for exhaust
emission durability of heavy vehicles. Test vehicles shall have been
properly serviced and maintained and recommended fuels used. Emission
control components shall be in conformity with the identification given
by the manufacturer in the type approval. 7. Objective and rationale:
The objective is to define the procedures for in-use compliance testing
of exhaust emission standards for the manufacturers of compression
ignition engines for heavy duty vehicles. The in-use compliance
requirements will test if the manufacturer has designed, constructed
and produced compression ignition engines that at normal use comply
with the emission standards. 8. Relevant documents: Vehicle Emissions
Act 1986: 1386. Vehicle Emissions Ordinance 1991: 1481. 9. Proposed
date of adoption: 1 September 1996. Proposed date of entry into force:
1 January 1997. 10. Final date for comments: 31 May 1996. (102) Loren Data Corp. http://www.ld.com (SYN# 0695 19960412\FO-0004)
