The vessel has the Principle Characteristics of approximately a) length-80 ft, b) beam (molded)-30 ft, and c) depth at side (molded)-6 feet, 0 inches. The work consists of removing the existing crane and its above deck foundation, installing a new, contractor furnished pedestal crane, and adding a new crane foundation, above and below deck. A full spectrum of testing to prove the design and engineering concepts is required. After installation, an inclining test shall be performed to ascertain displacement and center of gravity of the modified vessel. The modification is based upon a ``final Design'' prepared by the Corps of Engineers' Marine Design Center. The speed, size, and classification of the barge and the towing vessel are such that delivery is constrained to firms with waterfront facilities accessible within 8 navigable hours from Norfolk District Headquarters, 803 Front Street, Norfolk, VA.
