Center intends to negotiate on other than full and open competition
basis, pursuant to 10 U.S.C. 2304 (c) (i), with TRW, Inc., One Space
Park Dr., Redondo Beach, CA 90278 for Defense Support Program (DSP)
spacecraft post-production effort, pursuant to RFP no. F04701-96-R-0009
and with Aerojet Electronic Systems Plant, 1100 W. Hollydale St.,
Azusa, CA, 91702, for DSP sensor post production efforts pursuant to
RFP no. F04701-96-R-0010. The DSP spacecraft and sensor post production
effort will be consolidated from six existing contracts into two new
contracts, one with TRW, Inc. and one with Aerojet Inc. This
consolidation will also include new and additional work described
herein. The contracts will commence 01 Oct 96 and continue through 30
Sep 97 with four (4) Priced One Year Options and a Special Provision to
extend the Period of Performance through launch of all DSP satellites.
The anticipated contract type will be Cost Plus Award Fee/Level of
Effort with a Special Contract Provision to unilaterally increase the
purchased quantity by 100 percent. The Contractors will be required to
perform all post-production activities of the DSP from storage of six
satellites through launch operations, early on-orbit testing and
on-orbit support services, and shall have Total System Performance
Responsibility. The requirement consists of the following: Storage and
Storage Support of a maximum at any given time of five (5) DSP
Satellites in accordance with satellite environmental requirements,
annual testing of stored satellites, Trend Analysis, Integration
Returns (repair and return failed/obsolete component parts (selected
sensors will require Thermal/Vacuum retest on the sensor contract
only)) perform safety analysis, loads analysis, maintain all launch
vehicle and launch site interface documentation, meet all launch site
safety requirements, perform multiple Readiness Reviews and Rehearsals,
test and prepare satellite for the launch site, perform launch vehicle
integration, perform multiple integrated systems tests, sustaining
engineering of the on-orbit satellites (multiple block build), early on
orbit testing support for newly launched satellites, anomaly
resolution, and flight operations support for the DSP constellation,
operational performance analysis for performance assessment, mission
performance improvement, including recommendations for retrofitting and
retrofitting of satellites in storage, data analysis for assessing
state of health through software development, testing, installation and
tuning, and real-time on-orbit operations support and maintenance
including upgrades, if required to support operational satellites, of
an orbital test facility and associated hardware/software. Consolidated
effort will also include repair of discrepant GFE and other
Non-Integration Returns Hardware. The Government intends to release the
solicitation on or about 29 Apr 96. See Note 22. All responsible
