SH-2 SERIES HELICOPTER AND RELATED EQUIPMENT SOL N00140-96Q-1854 POC
Robert Serra, Contract Negotiator, (215)697-9627. The Fleet Industrial
Supply Center, Detachment Philadelphia, intends to procure Contractor
Engineering and Technical Services (CETS) in support of the SH-2
Series Helicopter and related equipment. The proposed procurement is
for 120 man months of services as currently estimated by the Naval
Aviation Engineering Service Unit (NAESU). The basic period of the
proposed effort will commence on 01 Jan 97 and will continue through 31
December 97. A one (1) year option period, if exercised, will commence
on 01 Jan 98 and continue through 31 December 98. This effort will be
covered by a new contract and/or a provisional extension to the
existing contract. This covers the Governments minimum needs for this
period. The solicitation will contain specifications for Contractor
Field Service representatives and other representatives (i.e., AFR,
LSR) as appropriate. The place of performance is various Fleet and
Shore Activities as specified in the solicitation. The eventual
contract action is for services which the Government intends to solicit
and negotiate with Kaman Aerospace Corporation under the authority of
FAR 6-302.1. Kaman Aerospace Corporation is the only supplier of these
services at this time. This firm is the Original Equipment
Manufacturer and the only known source with the required technical and
engineering expertise, ''in-plant'' support, and requisite data base
to perform the required services. This notice of intent is not a
request for competitive proposals. Interested parties may identify
their interests and technical capability to respond to this
requirement. Interested parties who contend they are technically
qualified should submit, within forty-five (45) days from the
publication of this notice, specific factual data, including but not
limited to: technical resumes, corporate management experience, and
other pertinent information as so desired, to be used as an evaluation
basis to determine competence to successfully perform the required
services. All technical proposals received within the forty-five (45)
day notice period will be considered by the Government. The Government
reserves the right not to open this requirement to competition based
upon technical responses to this notice. Technical responses and
requests received as a result of this notice of intent will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. The Government will not pay for information
