R -- STANDARDS ASSISTANCE PROGRAM SOL 52SBNB6C9102 DUE 060596 POC Marsha Rodgers (301) 975-6398 The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with the American/Saudi Roundtable, 2 Cecil Place, Wheeling, West Virginia, under the authority of 41 USC 253 (c) (1) --Only one responsible source, to provide expert advisory services to the Saudi Arabian Standards Organization (SASO) in Riyadh, Saudi Arabia and the Standardization and Metrology Organization for Gulf Cooperation Council (SMO-GCC). As required by Public Law 109- 395, NIST has established a standards assistance program and intends to assist SASO in developing standards that are compatible with standards in general use in the U.S. This assistance shall be expanded to include the SMO-GCC. The American/Saudi Roundtable shall coordinate the transfer of U.S. technical assistance to the SASO and SMO-GCC. Under an existing Memorandum of Understanding with NIST/Department of Commerce in response to earlier Congressional direction, the Roundtable has previously raised voluntary contributions from the private sector to support a U.S. standards expert in Saudi Arabia for three years. For approximately the last two and one-half years, the incumbent has been providing these services under contract to NIST. The Roundtable shall arrange for short-term visits by U.S experts to Saudi Arabia, deliver draft SASO standards and GCC standards to NIST for U.S experts to review, and prepare reports on all activities. The period of performance shall be eight months from June 6, 1996 through February 5, 1997, with a one year option to renew. This notice of intent is not a request for competitive proposals. Responses shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 22 and 26. (0102)
