McCreary, (301) 447-1058. The Government intends to negotiate a
contract with the Children's Television Workshop (CTW) to provide the
following services: (1) to develop a Spanish version of the third
edition of the Sesame Street Fire Safety Activity book; (2) to develop
a Spanish version of the audio tape; and (3) to develop a
Train-the-Trainer workbook and video for the third edition of the
Sesame Street Fire Safety Activity Book. The third edition of the
Sesame Street Fire Safety Activity book and audio tape are currently
being developed by CTW under contract number EMW-95-C-4702. The Sesame
Street Characters are required for the development of the Spanish
version of the activity book, accompanying audio tape, as well as the
Train-The Trainer workbook on video. CTW has proprietary and copyright
ownership over the characters used in the Third Edition of the Sesame
Street Fire Safety Activity Book. If your firm is capable of
performing the work, you are requested to submit a capability
statement. The minimum capabilities must include documented evidence of
experience and expertise in the following areas: 1. Legal ability to
use the copyrighted Sesame Street characters; 2. Documented experience
in writing fire safety messages for pre-school age children; and 3.
Documented long-term experience, on the national level, in developing
educational products for children through media such as video, audio
and publications. Firms with these capabilities are invited to submit
three copies of their capability statement within fifteen (15) calendar
days of this notice. Information furnished should include: 1) The
number and professional qualifications of techanical and other
approproate personnel; 2) Company experience related to the proposed
project; 3) A current financial statement; 4) Other literature which
demonstrates the minimum capabilities listed above. The Government will
not pay or otherwise reimburse respondents for information submitted.
Based upon responses received, the Government reserves the right to set
aside any and all procurements that may result hereunder for small or
minority-owned businesses. If the evaluation of the responses received
concludes that none of the responding firms have the necessary
capabilities, then this acquisition will become a Sole Source
Procurement and no further synopsis will be issued. SEE NUMBERED NOTE
