COMMERCE BUSINESS DAILY ISSUE OF APRIL 16,1996 PSA#1574ASC/LNA, Bldg 28, 2145 Monahan Way, Wright-Patterson AFB, OH 45433-
7017 16 -- AN/ALE 50-V TOWED DECOY ELECTRONIC COUNTERMEASURES (ECM) SYSTEM
POC Tina James (513) 255-0262, ext 3843/Thomas Biebl,Contracting
Officer, (513) 255-0262, ext 3842. The Electronic Combat Development
Systems Manager (ASC/LN) is seeking sources to produce up to 490F-16
AN/ALE-50-V1V Electronic Countermeasures (ECM) systems and associated
Advanced Airborne Expendable Decoy (AAED) decoy rounds. Initial
procurement will be for up to 490 AN/ALE-50V(2) F-16 systems. The basic
and option quantities for the AAED rounds total up to 6000 for
platforms meeting Milestone III requirements. The F-16 AN/ALE-50-V1V(2)
is a platform specific application of the generic Navy AN/ALE-50V Towed
Decoy System. The ALE-50 version for the B-1 will meet Milestone III in
1997. . Options for the B-1 AN/ALE-50 version, and other potential
platforms, will be included in any contract resulting from this sources
sought announcement. The Engineering and Manufacturing Development
(EMD) phases of the F-16 AN/ALE-50-V1V(2), contracted with Lockheed,
Fort Worth and the AN/ALE-50 and AAED, contracted with E-Systems Goleta
Division (ESGD), Goleta, CA, are nearly concluded. EMD for the B-1
ALE-50 version is ongoing with ESGD. Reprocurement data is not
available at this time for any of the AN/ALE-50V versions, subsystems
or components. It is anticipated that a one year production contract
with annual options will be awarded in late CY 96 with the first
deliveries in late CY 97 or early CY 98 in order to meet aircraft
capabilities requirements. All components and subsystems of the system
must be delivered concurrently for full system capability with the
exception of the AAED decoy rounds. The production contractor may be
required to submit a Production Price Commitment Curve (PPCC). The
government may procure all systems from this contractor as long as the
prices for each option or lot meet or are less than the prices
submitted in the PPCC. If the contractor exceeds the PPCC a competitive
procurement may be initiated for all future systems, subsystems and/or
components as well as AAED decoy rounds. Platform system and AAED
decoy round descriptions are available from the ASC PIXS system. The
PIXS can be accessed via a modem at (513) 476-7217, through Telnet
address 129.48.120.143 or through URL address www.pixs.wpafb.af.mil.
