Reference: Subcontract 7018-50. Rothe Development, Inc. is a prime
contractor for NASA JSC under Contract No. NAS9-18934. Rothe intends to
subcontract on a sole source basis with 3-D Systems, Inc. as the
original manufacturer of a NASA-Owned Model SLA-500 Automated
Sterelithography System to upgrade this system with the following
enhancements. (1) UPG-500 - Provides Orion imaging technology, diode
laser leveling, Pentium controller, buildstation software, improved
part accuracy and surface finish, up to 46% increased part throughput
based on geometry, improved reliability, faster leveling speed, better
repeatability, more accurate leveling, and easier vat
interchangeability. (2) 500 High Power Laser - Provides a coherent 328
laser with twice the power at the vat than standard laser on the
SLA-500 after 2000 hours and increases the build speed by 33%. (3)
500/40 (Zephyr) - The Zephyr recoating system provides easy trapped
volume part building, the ability to build at thinner laser (0.004''),
faster recoating process, no deep dip and z-wait, 7% performance
improvement. (4) QuickCast Software - More user-friendly easy-to-adapt
routines with reduced processing times. (5) Resin Upgrade to SL-5180
Epoxy Resin - This is a special upgrade offered by 3-D Systems, Inc.
once a year where the customer may upgrade his system to a newer Ciba
Geigy resin. The new resin will greatly enhance the mechanical
properties of the prototype model (i.e. 10x improvement in part
flatness; 40X improvement in green creep distortion; accuracy
improvement from RMS error of 0.0089 to 0.0018''). Services: The
following services will be required; Hardware Maintenance Plan MWOL -
Includes hardware, software, labor, hotline support, travel, and
expenses for a one year period. Does not include laser replacement.
This includes both periodic maintenance and emergency maintenance.
Emergency response is required within one workday. Technical
Documentation - Three copies of operations, maintenance, and parts
manuals must be supplied. On-Site Training - The vendor shall train 5
employees of the customer in Building 9, JSC, after the upgrade has
been installed. Vendors offering comparable upgrade equipment and
software must supply complete product information and pricing data
indicating exactly what equipment would be offered, the price
(including warranty, freight, technical documentation, and training),
and customer references. Vendors must bid on all items listed in this
solicitation. It is not acceptable to bid only selected portions of
this package. No solicitation document exists; therefore, request for
such a document will be considered non-responsive and not valid for
further consideration. All responsible sources may submit a bid,
proposal or request which will be considered. Written responses must be
received by the agent at the address specified within 15 calendar days
after this notice appears. If no affirmative responses are received
within this time to determine that a source is available whose proposal
is more advantageous, a delivery order will be placed with 3-D Systems,
