CONTRACT ACTION (NOCA)- Electronic Systems Center (ESC) seeks to
procure up to 140 Integrated Communications Access Packages (ICAP)
systems for operation by military personnel. This is an update to the
NOCA published on 12 Jan 96 regarding this program. A sources sought
synopsis for this program was also published on 26 Jul 95. ESC intends
to issue a competitive solicitation (formal Request For Proposal)
seeking proposals from qualified firms interested in providing the
above mentioned items no earlier than 22 Apr 1996. If there is a
significant change to the schedule, it will be posted on the bulletin
board. Proposals shall be due in a single submission 30 days after RFP
issuance. Details of submission will be provided in the Instructions
For Proposal Preparation (IFPP). Interested firms should provide
information regarding their technical, managerial, and financial
capabilities to perform this effort in response to this announcement to
ESC/TGK, Attention: Mr Dale M. Pease, Contracting Officer, 11 Eglin
Street, Hanscom AFB, MA 01731-2120. Companies interested only in
subcontracting opportunities should so indicate in their response.
Firms should indicate whether they are large or small business (the
Small Business Administrations Standard Industrial Code 3669 ''Other
Communications and Equipment, N.E.C.'' applies, size standard is 750
employees) and if they qualify as socially or economically
disadvantaged, or women-owned business. The Government will continue to
post updates to draft documents associated with the procurement of ICAP
on Hanscoms Electronic RFP Bulletin Board (HERBB) until the formal RFP
is released. This bulletin board is available to all potential
offerors and can be reached through a computer modem by calling
617-377-1487. This information is also available on the internet at
http://herbb.hanscom.af.mil. An ICAP technical library has been
established at Hanscom AFB, MA, Building 1618, Room 115. On the date of
RFP release, the library will be moved to the Phillips Laboratory
Research Library on Hanscom AFB and will require a scheduled
appointment for access. Appointments must be made three days in advance
for no more than three persons per visit. The ICAP technical library
will close at 3:00 PM local time on the day that the proposals are due.

the RFP in writing must do so by sending a written request to ESC/TGK,

identifying a point of contact regarding this action. All responsible
sources may submit a proposal which shall be considered by ESC. This
synopsis is for information and planning purposes only and does not
constitute an IFPP or RFP, nor does its issuance restrict the
