99 -- UPDATE ORIGINAL INTERNATIONAL OIL AND GAS COMPUTER DATABASE, INCLUDING FIELD, RESERVOIR, AND WELL LEVEL FILES WORLD-WIDE POC Jane L. Conniff, Contracting Officer, (303) 236-5900 x334 Concerns having the ability to furnish the property described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within forty-five (45) calendar days from the date of this synopsis. Requirement is for one (1) proprietary, updated version (through 1995) of Petroconsultants International Data Corporation original world-wide oil and gas field, reservoir, and well database, and one (1) optional database update (through 1996). The information is needed to build on, and be compatible with, existing data files which the U.S. Geological Survey is presently using and which were compiled over the last three (3) years and are complete to 1993. Specific requirements are as follows: 1) The database update shall include all significant new fields available through 1995, and the optional update shall include all significant new fields through 1996; 2) The database shall be provided in full text, in all possible cases, rather than encoded; 3) Field outlines shall be included and linked to the rest of the database; 4) Data files shall be delivered on 8 mm Exabyte standard tape cartridge in TAR format (with USGS data to be provided in ASCII flat file and Oracle formats); 5) Data shall be Data General/UNIX compatible; 6) Primary focus of update shall be the addition of new and revised field, reservoir, and well data and field delineation data to the database, with emphasis on those variables used in evaluating prospect risk of economics required for the oil and gas assessment of the world; 7) Oil and Gas field/Data by field shall include information such as country code, field name, quality of reserve data, quality of production data, quality of fluid characteristics data, field type (oil or gas), situation (onshore, offshore, etc.), ground elevation/water depth (w/qual), status, field magnitude (text estimated of field size), year production started and year stopped, political and geological provinces, longitute, latitude, coordinate source, area, number of producing wells, oil and gas production volumes, and much more relevant data information; 8) Data by reservoir shall include such information as country codes, depth datum elevation, trap type, drive type, hydrocarbon content, reservoir production status and pressure, etc.; 9) Data by well shall include depth unit, country code, well designation, situation (onshore, offshore), well status, field name, classification (Lahee), reservoir age, formation name, lithology, longitude, etc. The requirement is for one (1) update covering all available worldwide oil and gas data through 1995, with an one (1) optional update providing all significant information through 1996. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the item specified as a sole source from Petroconsultants International Data Corporation, Houston, TX, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required item or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement referencing CBD-008. An affirmative response would include literature, brochures and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration.
