Architectural and Engineering Services for Clinical and Support Space
in connection with Indian Health Service facilities located within the
State of Arizona and California and within the administrative
jurisdiction of the IHS Tucson and California Area Office. The firm
selected will primarily provide architectural, mechanical, and
electrical design, construction management and inspection, and
estimating services, but may also be required to provide scope
development, planning, interior design, environmental and other studies
related to assigned projects. Other areas for consideration for work
are energy conservation analysis, problem analysis, design review,
elevator design, geotechnical testing, energy management quality
control testing, HVAC testing and balancing, asbestos/abatement
design/air quality monitoring, boundary and topographical surveying. It
is anticipated that the resultant contract will be for a base one year
with three one-year Options that may be exercised by the Government at
their discretion. The estimated dollar range for each construction
project is $25,000 to $500,000. The amount payable under this
requirements type contract is estimated not to exceed $100,000 per
year. Fees for the additional years will be negotiated prior to the
award of this contract. This solicitation is set-aside under the buy
indian act for 100 percent indian owned, controlled and operated firms.
Indian owner must be a member of a Federally Recognized Tribe. In
accordance with the Public Health Service Acquisition Regulation
(PHSAR) Paragraph 380.503(E), under a 100 percent Buy Indian Act shall
be subcontracted to other than Indian firms. Indian Act shall be
subcontracted to other than Indian firms. For this purpose, the work to
be performed does not include the provision of materials, suppliers, or
equipment. In order for an Indian firm to prove they meet the
qualifications requirements of the Buy Indian Set-Aside restriction,
i.e., offerors who are currently certified by the Indian Health Service
(IHS) or the Bureau of Indian Affairs (BIA) as an ``Indian Firm,'' they
need to submit their certification (Tribal Affiliation and Degree of
Indian Blood) with their SF 254/255. Offerors who are not currently
certified by IHS or BIA are required to submit proof of ownership and
eligibility for Indian preference under the ``Buy Indian Act''.
Specific projects, as they occur, will be accomplished by negotiation
and issuance of delivery order. The evaluation factors for selection in
descending order of priority with the factors one and two having equal
value are: (1) Professional Qualifications of Firm and All
Consultants: Professional qualifications of principals and project
managers, sufficient staff, length of time principals and project
managers, sufficient staff, length of time principals and firm have
been established, working relationship between firm and consultants,
and applicable licenses. (2) Specialized Experience of Project Related
Personnel: Noted specialized technical skills, construction inspection
skills, CAD capabilities, and specific experience in designing clinical
and support spaces. (3) Location of A/E Project Office and Consultants
in Relation to Each Other and Knowledge of the General Geographic Area
of the Project: Relative travel time between prime firm and consultants
and to the project location, knowledge of the locality of the project.
(4) Past performance Record on Contracts with Government Agencies and
Private Industry Projects: Presented proof of design abilities,
project management, scheduling, budgeting, estimating, value
engineering, etc. (5) Analysis of Firm's Current and Projected
Workload: Demonstrated ability to provide and devote a total team
response to complete projects on schedule. Number of existing and
proposed Engineering Services contracts. Firms that meet the
requirements described in this announcement are invited to submit (1)
a letter of interest with the Certification described above; (2) one
copy of a Standard Form 254, A/E and Related Services Questionnaire for
the firm and all consultants; and (3) one copy of a Standard Form 255,
A/E and Related Services Questionnaire for Specific Projects to:
