C -- ARCHITECT-ENGINEER SERVICES FOR STUDY OF FRESH WATER PRODUCTION PLAN, KWAJALEIN ISLAND, U.S. ARMY KWAJALEIN ATOLL SOL DACA83-96-R-0019 DUE 052096 POC HAROLD NAKAOKA (808) 438-0021 (Site Code XXCA83) Architect-Engineer Services for Study of Fresh Water Production Plant, Kwajalein Island, U.S. Army Kwajalein Atoll. A-E services, including site investigation, testing, evaluation of design documents, plant records, and plant operations for a study to identify design, operation, and/or production deficiencies of the existing desalination plant. The existing plant is a Aqua-Chem multiple effect desalination plant rated at 150,000 gpd and uses recovered exhaust gas heat (with Vaporphase heat recovery boiler) from the island's power plant (Caterpillar 3616 diesel engines). The study shall also identify recommendations to increase water production to the intended levels. The study shall make recommendations to correct deficiencies and shall include associated cost estimates. The plant will be put off-line intermittently for prolonged periods, therefore, the study shall develop program and procedures with a cost analysis that ensures continued production. The performance period is estimated to be approximately 180 calendar days. The study fee is estimated between $25,000 and $100,000. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria in descending order of importance are: (a) professional qualifications of the firm's staff/consultants to be assigned to the project; (b) specialized experience of the firm in the design and/or operation of desalinization plants; (c) the firm's past performance on past DOD and private sector contracts (quality of work and compliance with schedule); (d) capacity of the firm to accomplish the work in the required time; (e) knowledge of the locality of the project; (f) volume of DOD contract awards within the last twelve months (secondary criteria). The selected firm will be required to obtain Defense Base Act insurance (workman's compensation insurance) for work performed outside the United States. Firms desiring consideration must submit a Standard Form 255 no later than 4:00 p.m., Hawaiian Standard Time, by the due date shown above or within thirty (30) calendar days from date of this announcement, whichever is later. Should the due date fall on a weekend or holiday, the submittal package will be due the first workday thereafter. All responding firms must also include a completed Standard Form 254 for themselves and their subconsultants, if not already on file with the Pacific Ocean Division.
