T -- PRODUCTION OF SERVICE COPY MICROFILM SOL RFP NLM 96-103/DJH POC Daniel J. Hartinger, Contract Specialist, (301) 496-6546. The National Library of Medicine (NLM) has requirement for the production of third generation 35mm service copy microfilm and second generation 35mm duplicate negative microfilm. Such film is needed to: 1) fill interlibrary loan requests; 2) fill purchase requests; and/or 3) serve as a substitute for original paper volumes that are too valuable, too deteriorated, or no longer available for use. The Library's requirement includes producing microfilm copies for the NLM collection and filling requests from foreign and domestic institutions and individuals who wish to purchase copies of NLM microfilm. The contractor will ship film directly to third party sales requesters and handle all third party invoicing and payment matters independently. When filmed publications are subject to copyright law, NLM will not authorize the Contractor to produce film for a third party purchaser until the requester has provided the necessary copyright clearance or permission to copy. NLM will provide the Contractor first or second generation negative master microfilms to be used for duplication purposes. A small percentage of the master microfilms will be 16mm microfilm to be duplicated onto 35mm film stock. In all cases, first and second generation microfilm negatives shall be returned to NLM. Film produced for NLM must be delivered within five (5) working days of pickup from the Library. Film copies produced for foreign and domestic third party requesters must be shipped within five (5) working days of receipt of payment. There are strict requirements relating to the environmental and physical protection of NLM microfilm while in the care and custody of the Contractor. The NLM anticipates awarding a fixed price, indefinite delivery (indefinite quantity) type contract for a twelve month period, with four successive one-year option periods. Request for Proposals (RFP) Number 96-103/DJH will be issued on approximately May 17, 1996.
