44 -- SUPPLY BOILER FOR DEMONSTRATION OF LOW EMISSION CYCLONIC COMBUSTION SOL DACA88-96-R-0014 DUE 052196 POC Ms. Rita S. Hyer, Contract Specialist, (217)352-6511, ext. 7280, or Ms. Deloras J. The U.S. Army Construction Engineering Research Laboratories (USACERL) require one (1) factory-assembled, package type boiler with burner, steam drum, controls, and appurtenances (fan not required) mounted to the maximum practical extent as an integral unit on a steel base. An option is included to provide an economizer feature to the boiler as well. The boiler will be used for a demonstration of new technology on low emission cyclonic combustion which occurs in two stages. In the first, fuel and air are injected at high velocity into a cylindrical combustion chamber. The combustion gases are cooled by heat transfer to the water surrounding the combustion chamber and by steam injection. In the second stage, more air is introduced to complete combustion. The modified commercial burner required shall use this cyclonic combustion for burning natural gas and number 2 fuel oil (not concurrently) in a 100% watertube-walled horizontal combustion chamber. The boiler shall be capable of continuously providing steam at a maximum flow of 100,000 and a minimum of 12,500 pounds per hour. Boiler efficiency shall not be less than 82% at 100% maximum continuous rating (MCR) while firing natural gas and using steam injection. The boiler shall be delivered to the Central Power Plant at Watervliet Arsenal, New York. Installation will not be required under this contract. A warranty against defective design, workmanship, or material for a period of two (2) years from the date of delivery shall be included. The Government requires delivery of the equipment within approximately eight months after award of the contract. Request for Proposal (RFP) No. DACA88-96-R-0014 will be issued on or about 6 May 96 with the closing date on or about 21 May 96. Offerors shall have at least two (2) boilers in successful service for a minimum of two (2) years prior to the closing date of the solicitation. Award will be made to the lowest responsible offeror who demonstrates the capability to meet all the requirements described in the solicitation, including the past performance requirement described above, and meet the Government's delivery schedule. Submissions shall be in accordance with the RFP and all qualified sources may apply. Multiple awards will not be made under this solicitation.
