FAX 215-737-5555 This Broad agency announcement (BAA is restricted to
domestic sources who are either planned producers, or intend to become
planned producers, for the meical items listed below. The Defense
Personnel Support Center (DPSC) seeks the demonstration of unique and
innovative concept papers regarding the availability of planned defense
items during mobilization or congingencies for nationalemergency,
humanitarian actions and when otherwiseauthorized. Specifically, the
DPSC wishes to maintain and/or expand a viable industrial base with
sufficient sustainment capability to meet DOD requirements for planned
producer items. Concept papers are sought for, but are not limited to,
the following list of planned items; sutures, absorable,
surgicalsutures, nonabsorable, surgicalstapler, surgical,
disposablestapler, surgical (with replacment cartridges) clip
hemostatic, surgicalforceps, hemostatic clip, surgical implant mesh,
surgicalmesh, surgical drainage unit pleural cavityligature
umbilicalpledget, suture, surgicalguide, suture, surgical sustainment
is considered to be the on going resupply of materiel to forces
deployed to meet mobilizaiton or contingencies for national emergency,
and humaitarianactions. The objective are to devellop new strategies
utilizing advanced manufacturing and inventory management techniques to
improve the ability of the industrial base to respond to increased
customer demands and to effectively reduce the overall COST to the
Government to ensure the availability of, and accessto, sufficient
quantities of planned defense items. DPSC is looking for coverage on
the broadest possible range of planned items: Accurate, on-line,
inventory visibility of that range of items; optimal responsiveness to
high-volume requirement for each of those items; and a minimumof
up-front predelivery Government expenditure. This announcement also
seeks electronic solutions to achieve a paperless purchasing, inventory
management and distribution process for planned producer defense. The
sustainment program covers medical plannef producer items and items
needed for Personnel support and Military-uniquemedical items needed to
support deployed troops. The program focuses on two Main areas:
Electornic Commerce and the concept paper itself. Electronic Commerce
improves the acquistition and distribution process and is a combination
of barcoding, universal product number (upn), and electronic data
interchange (EDI). EDI is the computer to computer or computerto-Van
transmission of business data in ANSI X12 format. In response to this
Broad agency announcement, conceptppaers submitted Wil be individually
evaluated based on the following criteria: 1) sustainment capability.
A planned producer'S capability to meet Government'ssustainment
requirements for the range of planneditems. Manufacturer'S ability to
supply quantities to DOD WH;ich are in esxcess of their normal
production capability to distribute large volumes of medical/ surgical
items in a timely manner will be considered.2) financial commitment.
Planned producers must demonstrate how inventories will be managed to
handle sustainment items. How Stock will be rotated to ensure the
dating of Commercial material will be within the guidelines of
comercially accetable business practices. DOD is prepared to invest
funds to procure Stock or or components to be Held and rotated at the
plannedproducer'S facility to ensure timely delivery of quantities
sufficient to meet the services' delilvery sustainment needs. Planned
producers are required to MINIMIZE DOD;S financial commitment to
support increased inventory levels or contingency arrangements. Those
sources Willing to make a significant financial investment will be
considered more favorably than those that require significant
Government assistance.3) product range. Planned producers ability to
cover a wide range of planned items will be evaluated.4)
mangement/distribution system. Manufacturers proposing innovative
approcaches in the areas ofstocking, asset visibility, ordering, and
distribution will be favorably considered. Upon receipt and evaluation
of concept papers, DPSC may decide to award contracts to those
interested sources who have submitted IDEAS which appear to be
strategically advantageous todpsc. Planned producers are not competing
against each other, but rather are attempting to demonstrate that
their proposed approach has potential application to the DPSC coporate
mission requirements. The decision to award would be based on the
technical merit of individual concepts (I.E., viability,
compatiibilitywith our strategic objectives, and value of
expectedbenefits); sustainment capability; financial commitment;
product range; and management/distribution system. Concept papers may
be submitted by interested sources at any time whil the Broad agency
announcement is ineffect. During the effective period of this BAA,
respondents may submit more than one concept paper to address
altlernative concepts or additional planned item items not previously
submitted for consideration. Pleasesubmit the first concept paper 60
calendar days from the date of this announcement. Submit concept papers
to: DPSC mrii (medical readiness) Attn: Maureen Keating, Contracting
Officer 2800 south 20th streetphiladelphia, PA 19145 faxed concept

immediate oportunity to gain experience in one or more areas of the
overall program objective for purposes of enhancing, maintaining, and
expanding the industrial baseformobilization or contingency purposes.
Contracts may be negotiated with one or more sources capable of
providing product in sustainment level quantities used during
negotiations. A Long term stable business relationship with planned
producers is anticipated. Therefore, a contract with a base year and 9

aspects of the proposed concepts will be strictly controlled to ensure
Government Personnel do not disclose information to any firm which
might help improve the technical quality of their submission or provide
