The Training Systems Product Group intends to issue RFP No. F33657-96-R-2040 for the purpose of development and modification of existing F-16 Avionics Armaments maintenance trainers. The modification shall upgrade seven (7) trainers to the Block 40, Tape 5 configuration and shall be capable of supporting the Close Air Support(CAS) mission. Hughes Training Incorporated is currently the only manufacturer for this system. Hughes' proprietary data rights to software development tools used to generate the original trainer software negates the cost effectiveness of a competitive source selection. The government requires the modified trainers to be ready for training no later than 1 January 1999. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman.
