announces an opportunity for Commissioning Services required for the
New Infectious Disease Laboratory building design and construction for
the Centers for Disease Control and Prevention in Atlanta, GA and the
Environmental Laboratory, Chamblee, GA. Two (2) separate contracts
will be awarded as a result of these solicitations. While participants
may compete for both projects, no single participant will receive more
than one (1) award. THERE ARE NO BUSINESS SIZE OR GEOGRAPHIC
RESTRICTIONS. The Estimated Cost Range is between $200,000 to $250,000
for the Chamblee location and between $400,000 to $450,000 for the
Atlanta location. Scope of work includes review and comment of design
documents, construction phase testing and verification and owner
training for new infectious diseases laboratory building, consisting of
Biosafety levels II and III and supporting areas. Mechanical and
electrical systems shall be reviewed and tested for functionality and
performance. Review and comment of design at critical intervals to
include conceptual design, design development, and construction
documents regarding mechanical and electrical system capabilities of
meeting Government's design intent and goals. Construction phase
testing will verify proper functioning of building systems, including
HVAC, fire protection, plumbing, electrical, and supporting controls.
Training and familiarity of new building operators with commissioned
systems. The successful firm must have in-depth knowledge of related
complex facility mechanical, electrical and control systems. A working
knowledge of American Society of Heating, Refrigeration, and
Air-Conditioning Engineers (ASHRAE) guidelines, and of CDC/NIH's
Biosafety standards is helpful. Project will be designed utilizing SI
(System International) metric units of measurement. Categories of
evaluation criteria and associated weight factors to be applied in the
selection process are as follows: (I) Professional Qualifications
(30-points). Minimum response shall include, but not be limited to the
relevant experience and qualifications of key personnel related to
commissioning services: Chief mechanical engineer - 20 points; Controls
technicians - 10 points. (II) Firm's Past Performance on Similar
Projects - (30-points). Minimum responses shall include, but not be
limited to: a. Past performance on similar commissioning contracts,
coordinating between owner, designers, and contractors. b.
Demonstration of user satisfaction with quality of work. c.
Demonstration of successful techniques in developing
commissioning/testing plans. (III) Experience in Building Systems
Commissioning - (20-points). Minimum responses shall include, but not
be limited to: a. Team experience with Building Systems Commissioning
as prescribed by the National Environmental Balancing Bureau (NEBB). b.
Team specialized experience and technical competence, including complex
engineering concepts and innovative facility testing methods. c. Team
familiarity with Testing, Adjusting and Balancing of HVAC systems as
prescribed by the Associated Air Balance Council (AABC) or NEBB. d.
Team experience utilizing the CDC/NIH's Biosafety standards. (IV)
Organization of Proposed Team - (20 points). Minimum responses shall
include, but not be limited to: a. Organizational structure and
demonstrated ability to organize and carry out similar contracts. b.
Management plan reflecting coordination between owner, designer, and
construction contractor. Qualified firms are invited to submit a letter
of interest along with completed SF 254 (SF 254 must be submitted for
all consultants, if any) and 255 to the procurement office listed
above. All 254's must be current reflecting a date not more than one
year old from the month of this notice. Photographs may be incorporated
with the text in Section 8 and 10 of the 255 if desired, but only a
maximum of three pages of additional photographs or information may be
presented. The following Technical evaluation information should be
presented in section 10 of the SF 255: 1. Qualifications and Experience
of Key Personnel: Summarize the qualifications, professional
designation, experience, education, background information, specific
assignments and significant information for key members of the CS team.
For all key personnel, identify the person as an employee of the CS
firm or as an employee of a consulting firm. 2. CS Firm's Past
Experience on Similar Projects: Provide information on recently
completed or on-going similar projects that will identify the firms
qualifications, experience and achievements. This information should
clearly demonstrate the firm's ability to perform the work required
under the contract. Provide names, addresses and telephone numbers of
the last three clients for which the CS services has provided similar
services to those described in this announcement. CS's Management
Approach to Typical Project: Provide an organizational chart,
identifying the Government Contracting Officer, CS's executives and
reviewers, inspectors and consultants with lines of authority and
communication clearly noted. Describe your approach to mobilization for
a project, timely responses and resources available to handle multiple
projects and effective management control of personnel and
consultants. Indicate additional resources that may be utilized in the
event that personnel initially named must be replaced or supplemented
during the project. Describe the resources and facilities available,
both internally and externally. The technical proposals will be
evaluated first according to the rating factors identified above, and
then a short-list of the most highly qualified firms will be prepared.
The short-list firms will be notified and interviews by the Government
representatives, of each firm at their respective offices may be
arranged if deemed necessary by the Government. Qualified firms having
the capabilities to perform the services described herein are invited
to submit postmarked responses within 30 calendar days from the date
of publication of this notice. All submittals must clearly indicate the
solicitation number on the face of the envelope. Solicitation No.

set forth in FAR 52.215.10. As part of its commitment to socioeconomic
initiatives of the Federal Government, the General Services
Administration has established for fiscal year 1996 subcontracting
goals of 25 percent for small business, 12 percent for small
disadvantaged business and 5 percent for women-owned business. In
support of the agency efforts, firms seeking consideration for this
contract should provide maximum practicable subcontracting
opportunities for small, small disadvantaged and women-owned business.
A number one preferenced short-listed, large business firm will be
required to submit a Subcontracting Plan for approval that as a
minimum, meets the aforementioned subcontracting goals. Failure to
provide and/or negotiate an acceptable Subcontracting Plan will render
the firm non-responsive. A follow-up listing of firms to be considered
