AFB, OK, is soliciting responses from Architectural & Engineering
(A/E) firms for work associated with investigation, data collection,
analyses, device coordination, drawing generation, and recommendation
as part of an engineering and load study of Altus AFB's Electrical
Distribution and Area Lighting Systems culminating in a formal report.
Technical capabilities desired from the responses and the criteria
which will the basis for selecting the firms are (in descending order
of importance): 1) specialized experience in investigation, data
collection and analysis of Army, Navy, utility company, municipality
and rural cooperatives medium voltage distribution class electrical
utility systems: 2) specialized experience in the investigation, data
collection and analysis of Air Force medium voltage distribution class
electrical utility systems; 3) broad experience in medium voltage
distribution electrical utility studies, evaluations, reports, drafting
and one-line generation using AUTOCADD and ARC-information; 4)
specialized experience in medium voltage distribution class relay and
protective and load break device sizing and coordination; 5) broad
experience in design, construction, and operation in medium voltage
distribution class electrical utility systems; 6) broad experience in
medium voltage distribution electrical system, computer based data
generation, manipulation, report interpretation and analysis; 7)
professional qualifications of staff to include professional
credentials, experience and training; 8) past performance on previous
DoD and other contracts; 9) volume of work previously awarded to the
firm to accomplish work in the required time; 11) proximity of firm in
the general geographic area - first, 700 mile radius, then 1400 mile
radius, and the other. The type of contract will be firm fixed-price
contract. Estimated start of performance 15 Jun 96. Performance
schedule is estimated to be as follows; Phase I (40% submission) 60
days, Phase II (55% submission) 60 days, Phase III (80% submission) 60
days, and Phase IV (100% submission) 45 days. Firms desiring
consideration must submit Standard Forms 254, 255, and 1421's (if
applicable) (see Note 24). If the firm desiring selection is located in
a branch office, the SF 255 should reflect key disciplines and
experiences for the branch office only. This announcement is not a
request for proposal. Only those firms submitting appropriate date
(i.e. SF 254, SF 255, etc.) within 30 calendar days from the date of
