Traylor/Pkwrs/513-257-6721 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) and this includes all provisions and clauses in effect thru FAC 90-37. This is a sole source requirement IAW FAR 6.302-1. This RFP has the following line item: 0001 1 EA Navstation 1X Navigation Performance Analysis software, which includes training manuals, three days of on-site training for six people, six site licenses, and one year of technical support. The software shall: (1) provide a profile generator for producing vehicle trajectories; (2) be capable of using GPS satellite constellations downloaded from the US Coast Guard Bulletin Board; (3) be capable of extended Kalman filtering; (4) perform both Monte Carlo and Covariance analysis; (5) allow the user to input error models of several sensors, such as, Global Positioning System, Inertial Navigation System, Radar Altimeter, Baro-Altimeter, Synthetic Aperture Radar, Forward Looking Infra-Red Radar, Terrain-Aided Navigation, Doppler Radar, OMEGA; (6) integrated with the simulation so that body and terrain-tasking are easily accomplished; (7) be capable of performing various sensor integrations to include: centralized, cascaded, and with/without feedback; (8) the output files shall be written in ASCII format; (9) have the ability to generate plots. The software must be PC-based, user-friendly and flexible. The software will be evaluated in the following areas: ease of use; versatility, robustness, fidelity, customer satisfaction and technical support. A demonstration diskette(s) and references shall be provided for technical evaluation. Delivery required not later than 24 May 1996, FOB destination, delivery to WL/AAAI-3, 2185 Avionics Circle (Bldg 635). This requirement is anticipated for the period of 24 May 1996 through 24 May 1997. The following clauses and provisions apply; 52.212-1, 52.212-3 shall be included with any offer, 52.212-4, and 52.212-5. Offers must be received no later than 4:00 pm, 03 May 1996. The approximate issue/response date will be 12 Apr 96. The anticipated award date will be 10 May 96. Written procedure will be used for this solicitation. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
