MIAMISBURG, OHIO Sol DE-RP24-96OH20044, Due 060796, POC Barry Kain,
Contract Specialist, (513) 865-3250. The Department of Energy (DOE)
will be issuing a Request for Proposal for DOE's requirement for a
completion type contract to complete environmental restoration at the
Mound site as its primary objective and the phasing out of Mound
tritium facility operations and continuing the Isotope Power Systems
Program operations at Mound as ancillary objectives. Tasks will be
program/project specific and will require the contractor to be
innovative in its technical and business approaches while streamlining
processes and reducing costs. This is not a solicitation for a
Management and Operating (M&O) contract. It will be FAR based, require
self-financing, and solicit proposals to cut infrastructure costs,
streamline essential operations, and clean the site economically and
safely. Tasks include those activities related to environmental
restoration, waste management, environmental stewardship, operations,
operational support, security and safeguards, quality and assessment,
facilities management, site transition, administrative tasks, and
contract transition. Environmental Restoration activities include,
compliance with applicable regulations and documents, program
activities, program support activities, ongoing CERCLA activities,
program management support activities, removal or remedial actions,
decontamination and decommissioning activities, and stakeholder
involvement/site interfaces. Waste management tasks include, facility
operation and maintenance, program management, and regulatory
compliance oversight related to collection, storage, treatment, and
disposal of hazardous, radioactive low level (LLW), Transuranic (TRU)
and Mixed Waste (MW). Environmental stewardship activities include
maintaining compliance with all environmental rules and regulations and
ensuring protection of the environment at the Mound facility.
Operations include continuing the Isotope Power Systems Program (i.e.,
NASA Cassini with delivery of RTG's and serving as the Heat Source
(HS) lea laboratory) and phasing out the Tritium facility operation.
Operational support activities include, formulating, implementing, and
improving the Environmental, Safety, and Health Plan at the Mound
Site, having an Occupational Safety Program, ensuring transportation
safety, providing fire prevention engineering services, providing
emergency response capabilities, maintaining and managing Mound's
emergency management program, providing an occupational medicine
program, and providing health physics support. Safeguards and security
tasks include, safeguarding all information, special nuclear material,
and other DOE property, establishing accounting and measurement
procedures, maintaining current records, and instituting appropriate
control measures for nuclear materials, ensuring that an authorized
original classifier or derivative classifier shall assign
classifications to all documents, material, and equipment originated or
generated under this contract, maintaining a protective force to
protect the mission assets at Mound, and maintaining a secure computer
system. Quality and assessment tasks include, conducting quality
assurance oversights of Mound operations, maintaining a Metrology
program, and providing and maintaining policies and procedures for
plant-wide implementation of a Conduct of Operations program.
Facilities management includes plant engineering which provides for
total engineering and design support for all modification projects and
provides overall direction and management of facilities and real
estate, plant maintenance which ensures that the site's facilities and
their support systems, utilities, infrastructures, and equipment are
maintained in a manner that supports the site's overall mission, and
utilities program resources which are used to provide utilities
operations that meet the site's day-to-day utilities needs. Other
facilities management activities include, general engineering, CAD/CAE,
configuration management, project management, real property management,
asset management, plant maintenance, preventative maintenance, repair
maintenance/maintenance improvements, maintenance/plant services,
vehicle services, electronics maintenance, yards and ground
maintenance, custodial services, and plant utilities. Site transition
activities include functions related to the transfer of ownership of
the site from DOE to private ownership or the appropriate local
community. Site disposition, site transfer, nuclear material facility
disposition, and safe shutdown are included in site transition
activities. Administrative tasks include landlord functions such as the
traditional business overhead functions, administrative activities
related to the DOE exit from the Mound Plant, logistics, mail, computer
support, site specific training, telecommunications, and records
management. Contract transition activities include phase-in services
such as receipt of turnover packages from the current M&O contractor,
EG&G Mound Applied Technologies and acceptance of third party
agreements. The proposed period of performance is a base period of five
years commencing October 1, 1996 with a potential for two-two year
options. Primary price of performance is the Mound site, Miamisburg,
OH. All responsible sources may submit a proposal which shall be
considered by the agency. Proposals are limited to 200 pages of text
(cost and past performance proposals excluded from the page count). The
solicitation will be made available on the DOE Home Page. The address

lieu of hardcopies, solicitations will be mailed via electronic media

formal RFP is issued in response to draft RFP DE-RP24-960H200XX. A
Pre-proposal Conference will be held approximately ten to fifteen days
after the release of the formal RFP. Each offeror (including teaming
arrangements) will be limited to three attendees at the Pre-proposal
