Contract Specialist, Susan Hopkins, 301/415-6514 The U.S. Nuclear Regulatory Commission (NRC) conducts urinalysis testing to detect and deter illegal drug usage by its employees/applicants and occasionally contractors. NRC conducts seven types of testing: (1) random; (2) reasonable suspicion; (3) applicant; (4) accident or unsafe practice; (5) voluntary; (6) follow- up; and (7) other as specified by the NRC Project Officer (P.O.), e.g., testing authorized under 10 CFR Parts 10 and 11. This follow-on contract will provide for collection for all seven types of testing for NRC employees at NRC Headquarters and at four Regional Offices, and approximately 85 remote sites throughout the U.S. This contract also includes the requirements of the Defense Nuclear Facilities Safety Board (DNFSB). The Contractor shall provide all labor, materials, and equipment, except that provided as ''Government Furnished,'' necessary for the on-site collection and transportation of the specimens from designated collection locations to the NRC contract testing laboratory. The contractor shall assist NRC in continuing to fulfill the requirements of the ''NRC Drug Testing Plan'' in compliance with Executive Order 12564. Procedures concerning the on-site collection and transportation of urine specimens are controlled by the Department of Health and Human Services Mandatory Guidelines (HHS Guidelines), dated June 9, 1994, and the NRC Drug Testing Manual, dated December 1995, and any revisions thereto. The current firm fixed price contract (NRC-10-92-168) is held by Tracor, Inc., Rockville, MD, and will expire 12/12/96. The base year for this follow-on effort will begin 12/13/96 and end 12/12/99 with two 12 month option periods. The contractor for this follow-in effort shall ensure continuity of personnel trained in collection procedures following current HHS Guidelines to conduct collections at NRC Headquarters located in Rockville, Maryland, and for regional, applicant, followup testing, and remote site collections. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals. A source list comprising the names, addresses, and telephone numbers of all concerns requesting a copy of the solicitation, with large businesses identified by an asterisk, will be provided with the solicitation. In order to identify large businesses on the list, a request for the solicitation should indicate the size of the business based upon a SIC code of 8099. The size standard for this SIC code is a firm with average annual gross revenues of $5.0 million for the last 3 fiscal years. In order to allow small concerns sufficient time to contact large businesses for possible subcontracting opportunities, large businesses are encouraged to make their requests for the solicitation prior to the solicitation issuance date. The solicitation issue date is estimated to be 5/6/96. A copy of the solicitation and all subsequent amendments will be provided to each requester.
