Technical Assistance Services are required to evaluate the effectiveness of three Public Housing Agencies (PHA's) current system of maintenance operations. A comprehensive evaluation will include an assessment of all personnel with duties and/or responsibilities in the maintenance area, an assessment of the managerial skill/knowledge level of same personnel, recommendations for the realignment of responsibilities, training or elimination and/or recruitment of specific positions, evaluation of performing maintenance through outside contractors, and implementation of the new or redesigned maintenance operation system. The contract will also require a training workshop about vacant-unit turnover be provided to five additional PHA's. All of the PHA's are located within the following counties in the State of Texas: Ellis, Collin-Denton, Gregg-Upshur, Rusk, Fannin, Hansford, and Grayson.
