Provision of insulating oil testing services (including furanic compounds and degree of polymerization testing), expert analysis of questionable test results and continual updating services of the expert database. Access to shared database of other industrial and utility users of the service provider, biannual conference of the service providers users, biannual world wide insulating oil survey, and participation in users group development of expert system database software. This is a firm fixed price contract, effective for a one year period with the option to renew for an additional four one-year periods. A Request for Proposal will be available on or about June 13, 1996 at no cost. Proposals will be due by close of business on or about July 13, 1996. This procurement is 100% Small-Business Set-Aside. The size standard for which is a concern, including affiliates, having average annual sales or receipts of the preceeding three years not in excess of $18 million.
