(615)454-7841 This procurement is for furnishing and installing a
storage aid system (pallet rack)for the Hazardous Materials Building at
Arnold Engineering Development Center (AEDC), Arnold Air Force Base,
Tennessee. The pallet racks will be used to store palletized loads and
loose items in such a manner as to permit placement and removal of any
individual load without disturbing any other load. Decking shall be
provided to facilitate storage of loose or boxed items. The pallet rack
systems shall be capable of supporting a minimum uniformly distributed
load of 6,000 pounds (two 3,000 pound pallets) per bay. The pallet
rack system shall be designed and constructed to operate in an open
warehouse environment with a temperature range of 30 to 110 degrees F
up to 90 percent relative humidity; it shall also be designed for use
in Seismic Zone 2 and shall conform to the requirements of the Rack
Manufacturers Institute (RMI) June, 1990 Specification for the Design,
Testing, and Utilization of Industrial Steel Storage Racks. The
contractor shall also design, furnish and install a complete in-rack
sprinkler system. Performance period shall be 180 calendar days
following receipt of a Notice to Proceed. Any responsible firm may
submit a proposal which shall be considered. Foreign participation is
authorized. Any firm responding to this announcement should do so in
writing and should indicate whether or not it is a small business and
whether or not it is a small disadvantaged business. An Ombudsman has
been appointed to hear concerns from offerors and potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source

issues or problems that have been previously brought to the attention
of the contracting officer and could not be satisfactorily resolved at
