Bureau of Alcohol, Tobacco and Firearms intends to purchase contractor
services to train labrador retrievers as explosives detection canines.
Sources must (1) be able to train a minimum of 15 canines per year,
with a maximum of 55 canines per year; (2) be familiar with a ``Food
Reward'' methodology to train canines to detect minuscule amounts of
explosives; (3) be completely familiar with the design and
implementation of an explosives ``Blind Testing'' method and be able to
operationally evaluate explosives trained canines at off-site locations
as well as administer the explosives ``Blind Testing'' procedures; (4)
be familiar with police work, and more specifically know the training
and customs of the particular foreign students; (5) be familiar with
the recognition, use and handling of explosives as well as be familiar
with Federal and State storage regulations; (6) train canines to be
able to discriminate between the following twenty explosives compounds:
Dynamites, both nitroglycerine based and those based on other nitrate
esters; C-4; Semtex; Det Cord; Thermex; Kinnestick/Kinnepak; Tovex;
Water Gel Explosives; Emulsion Explosives; Flex-X; Detasheet; Military
Dynamite; ANFO; Smokeless Powder, single and double base; Black
Powder; Pyrodex; Flash Powders; Chlorate based explosives; TNT; Amatol;
Comp B; Cyclotol; Octol; Pentolite; Picratol; Tetrytol: Tritonal;
Blasting Agents; Baratol; Hexogen (RDX); Perchlorate Explosive
Mixtures; PBX (RDX and Plasticizers); PLX (nitromethane and
ethylenediamine); Potassium Nitrate Explosive Mixtures; PYX ((2, 6-bis
(picrylamino)-3,5-dinitropyridine); Primasheet; Demex; Explosive
Cutting Tape; and PETN; (7) be familiar with all phases of canine
training, to include explosives and narcotics detection; (8) be
familiar with explosives or narcotics canine training utilizing
interpreters for foreign students; and (9) familiar with implementation
of ``Double Blind Testing'' method. Any contract awarded as a result of
this solicitation will have a period of performance of 60 months (one
base year and four-one year option periods). All interested parties
