synopsized in the CBD on 19MAR96. Contract award will be made in
accordance with DFARS Subpart 235.70, Research and Development
Streamlined Contracting Procedures. A FORMAL WRITTEN REQUEST FOR
PROPOSAL (RFP) WILL NOT BE ISSUED. This solicitation does include a
supplemental package which will be sent to offerors who provide written
address information to the contract negotiator, Neil Gross, FAX (703)
325-9295. Note if your company has provided address information in
response to the synopsis, a second submission is NOT necessary. All of
the mandatory terms, clauses, and provisions in DFARS 235.7006,
Research and Development Streamlined Contracting Format, and the

Evaluation factors will be included in the supplemental package. The
Contract Data Requirements List (DD1423) will be provided in the
Supplemental Package. The deliverable data items include performance
and cost reports, program displays, source codes and a Draft Final
Report w/SF 298 (Month 33). A cost plus fixed fee contract is
contemplated. Period of performance is estimated to be 36 months
including the final report. This procurement is a small business
set-aside. See Note 1. Note the due date for Technical questions is
24APR96. Technical and Cost proposals are due at DNA/AMB, Attn.: Neil
Gross, no later than 1600 hours local time, on 16 May 1996. Four copies
and one original of the technical and cost proposals must be provided.
The technical proposal is limited to 100 pages, the cost proposal to
50 pages. Multiple awards are not contemplated. The Contracting Officer

clearance of SECRET. The DD254, Contract Security Classification
Specification, will be included in the supplemental package. A Summary
of the Statement of Work (SOW) is as follows: 1.1 BACKGROUND - Over
the past two years, the Defense Nuclear Agency (DNA) has been a funding
participant of the Edgewood Research Development and Engineering
Center's (ERDEC) CBR Consortium to bring realtime chemical, biological,
and radiological (CBR) environments to constructive and distributed
interactive simulations. This effort has resulted in a Distributed
Interactive Simulation (DIS) certified CBR environmental simulator and
a manned M93 E1 Nuclear, Biological, and Chemical (NBC) Reconnaissance
vehicle (FOX) simulator. Simultaneously, DNA has been pursuing the
integration of human variability and performance degradation models
into the Modular Semi-Automated Forces (ModSAF) code under DNA contract
DNA001-90-C-0139. The success of these two programs has generated the
need to expand and integrate these DNA capabilities. This requirement
can be satisfied by the expansion of the CBR simulator into an NBC
simulator and by expanding the previous ModSAF work under
DNA001-90-C-0139 to include protracted radiation, chemical, and
biological insults. This effort is designed to complement the ERDEC CBR
Consortium Contract DAAM01-95-C-0014. 1.2 OBJECTIVES The objectives of
this program are to: provide real-time nuclear, biological, and
chemical (NBC) environments to distributed simulations under IEEE 1278
standards, upgrade the FOX simulator and investigate expanded
applications and expand the initial nuclear radiation version ModSAF to
include human variability and performance degradation from other prompt
and protracted nuclear effects, from chemical and biological agents
exposure, and from other operational behavioral/performance degrading
