The performance period is for a one year basic period beginning o/a 7/1/96 with four one-year options. Contractor shall be located within thirty (30) minutes from the NIH Campus, Bethesda, Maryland. This time factor is required to reach the off-campus contract site from the NIH Bethesda campus. A maximum transit time of 30 minutes is required to meet the majority of our institutes research/programmatic requirements. This requirement is necessitated by the Government's need to move fragile embryos, tissues and other biological samples between the contract site and the NIH campus on a routine basis. The majority of these samples are very susceptible to small environmental and physical changes, as some specimens begin degrading at time of collection. In both of the above situations, the expeditions transport of the specimen between the contract site and laboratory is mandatory to insure positive and consistent experimental results. Pas experience has demonstrated that transport times in excess of thirty (30) minutes have not provided our research programs with the consistent results required for the Government's research programs. In addition, in order to complete experiments, some investigators are required to make several trips between thier laboratory and the contract site on the same day. Transport times greater than 30 minutes will not allow these individuals to complete their required experimental manipulations within the required time period. Closing date: 10:00am local prevailing time on 5/13/96. (0107)
