Intelligence Center (NAIC), Wright Patterson AFB, Ohio is contemplating
a five year, single award contract for the operation and maintenance
for five years of Foreign Science Library (FSL). The Foreign Science
Library has a collection of over 116,000 volumes of books, monographs
and reference works and approximately 6000 titles of journals and
newspapers, which occupy approximately 13,600 linear feet of shelf
space. The FSL will be housed on a government facility on Wright
Patterson Air Force Base. The majority of the collection is in foreign
languages and consists primarily of information on the subjects of
science and technology, medicine, and military systems and forces. Also
included are reference materials such as dictionaries, encyclopedias,
catalogues, product brochures, and guidebooks for specific countries
and cities. This contract will also require the acquisition of foreign,
scientific and technical publications in accordance with the
Government's stated requirements, forwarding selected publication to
various agencies for data base input processing, providing document and
information acquisition services to NAIC, document deliver and
interlibrary loans, library collection management, inventory control,
and other services, and conducting specialized information research and
limited translation activities. This requirement was advertised in the
11 April 1995 edition of the CBD as sources sought synopsis. This is
the presolicitation notice for a 100 % small business set aside
acquisition. The formal RFP will be released approximately 15 days
after publication of this announcement. Offerors will then have 30 days
in which to respond to the RFP. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

been previously brought to the attention of the contracting officer and
