R -- IMPLEMENTATION OF A TIME DEFINITE TWO-DAY NETWORK Sol96PMR, Due 050796, contact point, Gail P. Felder, Contracting Officer, (202) 268-4833. Sources Sought/Supplier Pre-qualification for the Implementation of a Time Definite Two-Day Network. The U.S. Postal Service (USPS) has examined the processing of Priority Mail over the past two years and has come to the conclusion that separate network facilities are necessary to provide the time definite level of service that our customers require, as well as, serve as a platform for additional product features. The Postal Service is now exploring the possibility of out-sourcing this work. The USPS expects to pre-qualify only an adequate number of the best-qualified sources who are currently performing services of a similar nature as described herein to include the following services: transportation, processing and distribution of a time definite two-day product, network and logistics management, and information support. Companies seeking to be pre-qualified must have sufficient experience to provide the USPS operations for up to ten (1) networked Priority Mail processing facilities, with the capability of expanding into additional facilities based on the needs of the Postal Service. The pre-qualification package, which contains a description of the anticipated work requirements, the evaluation factors to be used for pre-qualification, and pre-qualification submission requirements, may be obtained either by contacting the Contracting Officer at (202) 268-4833. All interested firms are encouraged to immediately request the Pre-qualification package, but, by no later than five business days of the first publication of this notice in the Commerce Business Daily (CBD) if they are to have sufficient time to receive the package from the USPS, review the requirements, and prepare and submit your pre-qualification responses to the Postal Service by the due date of May 7, 1996. Pre-qualification does not constitute a contract award. Competitors of the Postal Service as will be more fully defined in the pre-qualification package to be released are not eligible to pre-qualify for this work. The Postal Service is pre-qualifying suppliers so that only an adequate number of the best qualified suppliers are available to compete for contract(s). The Contracting Officer will ensure that all interested suppliers responding to this pre-qualification notice are treated fairly and evaluated based on the factors denoted within the pre-qualification package. Any company which is not placed on the pre-qualified list will be provided the rationale for this decision so that they can better prepare for future opportunities. (106)
