COMMERCE BUSINESS DAILY ISSUE OF APRIL 18,1996 PSA#1576INTERIM FACNET CERTIFICATION As required by Public Law 104-355 and the
implementing Federal Acquisition Regulation, Mr. Henry M. Valiulis,
the Senior Procurement Executive of the U.S. Railroad Retirement Board
(RRB) certified interim FACNET capability for the agency's Contracting
and Purchasing Division at its Chicago, Illinois headquarters, on April
15, 1996, to the Administrator, Office of Federal Procurement Policy.
This contracting and purchasing office meets the requirements of the
law and the Federal Acquisition Regulation by having the ability to
electronically provide widespread public access, issue electronic
solicitations and make them publicly accessible, and receive electronic
public responses, quotes and associated request for information. This
site is operating through the Federal Acquisition Computer Network
(FACNET) network entry point at Columbus, Ohio, which provides Federal
Electronic Commerce (EC) traffic to all participating commercial Value
Added Networks (VANs) and their client trading partners. Unless
otherwise authorized by the contracting officer and stated in the
solicitation, this office shall not accept non-FACNET quotes on FACNET
Requests for Quotation (RFQs) after September 30, 1996. Questions may
