U -- MILITARY INSTALLATION VOLUNTARY EDUCATION REVIEW (MIVER) SOL N00140-96-R-1490 POC James VanAllen, Contract Negotiator, (215)697-9635. The FISC Norfolk Det Philadelphia intends to acquire through full and open competition, services under the Military Installation Voluntary Education Review (Miver) Program, for the Defense Activity for Non-Traditional Education Support (DANTES). The MIVER program is designed not only to assess the quality of offerings provided by individual educational institutions on military installations, but also to review their relationship to each other and to the educational needs and objectives of the site and Service. This contract will offer the military services three (3) options to select from when requesting evaluation of their educational offerings: 1) a review process for returning to sites already evaluated and evaluating their progress towards changes and improvement based on original recommendations, 2) a consultation process to help with specific training needs and/or shortfalls, and 3) a continuation of the full evaluation process. The successful offeror shall provide a full-time program administrator, and assistant, to coordinate pre-site and site visits, maintain a site team member pool, administrate the financial structure of the program, and serve as liaison with various constituencies. The MIVER will be conducted at various CONUS and OCONUS military sites. Services are required for the period from 01 October 1996 through 30 September 1997, with four (4) twelve (12) month option periods. The 120,000 manhours will be distributed among the following labor categories: FISC Norfolk Det PHILADELPHIA anticipates the use of a cost plus fixed fee type contract for this requirement.
