Project is a 19,000 square meter - three story Federal Courthouse to be constructed in Brownsville, TX. The building houses 6 courtrooms (3 District, 2 Magistrate and one special proceedings), 7 Chamber Suites, Grand Jury Suite, U.S. District Clerk Office, U.S. Probation Office, U.S. Attorney's Office, U.S. Pre-Trial, U.S. Public Defender, U.S. Marshal's office and a General Services Administration Office. Cost range is between $20,000,000 and $30,000,000. Work includes, but is not limited to, the following: Demolition of concrete slabs and land- scaping; sitework, precast pile foundation, landscaping, irrigation system, cast in place concrete steel reinforced structure, masonry veneer, light gage metal framing, architectural precast concrete, architectural millwork (certification by AWI required), waterproofing, cast in place concrete roof system, insulation, doors, windows, sky- lights, hardware (including electrical access systems), carpet, portland cement terrazzo, resilient tile flooring, ceramic tile, marble, wood and fabric wallcoverings, toilet partitions, directories, signage, detention equipment, electric and hydraulic elevators, fire protection sprinkler system, plumbing fixtures, central cooling and heating plant (centrifugal chillers, boilers, cooling tower) with fan powered VAV, installation of Building Automation System (BAS), light- ing and power and emergency power generator. This negotiated, full and open competition procurement will require submission of technical and price proposals in accordance with the solicitation, and will result in a firm-fixed-price contract. Technical evaluation factors will be listed and described in the solicitation. Past performance will be used as one of the evaluation factors in the award of the contract. All responsible sources may submit a proposal in response to the solicitation. The greatest value concept will be used for selecting the contractor. The goal of this method of evaluating technical factors and price is to select the proposal that offers the greatest value to the Government, by giving the most for the money, not necessarily the lowest price. Solicitation issue date is on or about June 14, 1996. Proposal due date is on or about July 15, 1996. A non-returnable fee will be assesed for the documents. (0107)
