The 30th Space Wing, Vandenberg AFB CA intends to solicit offers for the construction of an approximate 40-acre Military Family Housing Phase III development. The job will consist of (1) razing the existing development, single family houses containing asbestos materials, suspected underground storage tanks, concrete foundation pads, sidewalks, landscaping and some street work; (2) site preparation, underground utilities. Reconfiguration of existing street system and sidewalks; (3) construction of 143 new housing units (performed in 25 unit increments), fences, recreational facilities, installation of street signs, lighting, etc. (4) landscaping of yards and common areas, including installation of sprinkler systems in common areas. The government will provide 100% specifications and 100% drawings. Total performance period will be 480 calendar days after the notice to proceed. Vandenberg AFB intends to utilize a two-step solicitation process. The first step will consist of the issuance of a solicitation package, a site-visit and evaluation of prospective technical offers. The Government will then request lump sum bids from all, responsive and responsible offerors/bidders who have met the technical evaluation factors. Offerors/bidders will be evaluated on price, experience, project schedule and contract management. Award will be made to the technically acceptable low offer. Payment, performance and bid bonds will be required. The solicitation package will be issued approximately 15 May 96. The magnitude of this project is over $10 million. This acquisition will be unrestricted. All interested parties are encouraged to submit their written request for a solicitation package, including fax number, with a $150.00 non-refundable payment as soon as possible. Only certified or cashier's checks made payable to FSO-VAFB will be accepted, no personal checks. Due to a limited supply, only one solicitation package per company.
