16 -- F-16 IMPROVED AIRBORNE VIDEO TAPE RECORDERS SOL F33657-96-R-0015 POC Captain Scott A. Savoie, (513) 255-6838/Contracting Officer, Gene Smith (513) 255-4746. The F-16 System Program Office intends to issue RFP No. F33657-95-R-0015 for sole source negotiations to acquire Improved Airborne Video Tape Recorders (IAVTR). The basic contract is for 55 build-to-print IAVTR Line Replaceable Unit (LRU) kits for the Block 40/42 F-16 and supply 50 each 8mm frame-by-frame capable ground playback recorders. An option for the purchase of 97 Block 25/30/32 IAVTR LRU kits and 222 spare recorders is also included. This acquisition will be a built-to-print utilizing Commercial off the Shelf Sony EVO-520 8 millimeter recorders and Lambda Power Converter Part No. DSR50-9.6-24-44066. This acquisition also includes the manufacturing of wiring harnesses, mounting brackets, and control boxes for the LRU kits. The IAVTR system configuration must be same as the kits previously fielded to insure compatibility with existing USAF spares inventories and ground playback equipment. The Sony EVO-520 is no longer in production. Existing supplies of EVO-520 recorders must be used on this project. (see Note 22) Enginetics Corp. is the intended source pursuant to the authority of 10 U. S. C. 2304(c)(1). Delivery of the 55 kits are required to begin January 1997, at a rate of 20 kits per month. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
