The Marine Corps Systems Command (MARCORSYSCOM) is seeking information for a possible future procurement of a Commercial- Off-The-Shelf (COTS), Non-Developmental Item (NDI) Tactical Hand Held Radio (THHR). It is anticipated that the minimum requirement for THHR will be 3,000 units. MARCORSYSCOM desires to obtain industry comment on the performance specification and Statement of Work (SOW) which currently exist in draft form. The THHR will be fielded to small unit leaders (platoon and squad level) as their principle means of voice and data communications. The THHR must be rugged, small, and easy to operate. The THHR should be Vinson COMSEC compatible, weigh less than five pounds, and operate in the 30 to 88 MHz VHF band. A combat loaded Marine should be able to operate the THHR in darkness or harsh environments without difficulty. At the threshold performance level, THHR will operate with a secure, single-channel mode Single Channel Ground and Airborne Radio System (SINCGARS). The objective performance level for THHR is complete SINCGARS System Improvement Program (SIP) compatibility (voice and data modes) as well as HAVEQUICK UHF radio interoperability. Requests for a copy of the documentation must be submitted within 30 days of the date of this notice. Industry will have a further 60 days to submit comments. No oral requests for information of any kind will be honored. No solicitation document or drawing package exists for THHR.
